All employees are expected to work primarily physically within the State of Maryland.* *Position Description:* The Director will serve as the lead cannabis law and policy attorney on the LRC contract with the Maryland Department of Health (MDH) and any other similar grants or contracts secured. The core responsibilities of the Director are 1) making sure all substantive grant obligations are met, ensuring all deliverables are completed in an accurate, thorough, and timely manner; 2) tracking and reporting all financial aspects of the grants/contracts internally and to MDH; 3) serving as the LRC’s primary point of contact on cannabis law and policy for MDH, the Maryland Cannabis Administration; the Maryland Alcohol, Tobacco, and Cannabis Commission,\; the Maryland Cannabis Public Health Advisory Council; the Maryland General Assembly; the Maryland Association of County Health Officers and its members; and other governmental entities, industry groups, and community-based organizations; and 4) managing all staff hired to perform cannabis law and policy work. The Director serves as a recognized leader in public health and cannabis law and policy and will represent the LRC in Maryland and across the country, researching and presenting on critical cannabis law issues, and advocating for evidence-based cannabis policy that protects and advances the public health. The Director will seek opportunities to collaborate with colleagues on the UMB campus and at other University System schools. The position will include in-state travel and potential out-of-state domestic travel for conferences. Other reasonably related duties may be assigned. *Minimum Qualifications*: · J.D. from an ABA Accredited school. · A member in good standing of the bar of any U.S. state or territory, strong preference for admission to the Maryland Bar. · Ten (10) years of experience in public health law and policy with at least three (3) years of experience in cannabis law and policy. · Experience training and supervising attorneys, law students, and administrative support staff. · Deep understanding of Maryland’s cannabis statutes, rulemaking procedures, and policy landscape, and the legal landscape in cannabis law and policy at the federal level and across U.S. states and territories. *Knowledge, Skills, and Abilities:* · Experience drafting, analyzing, tracking, and providing written and oral testimony on legislation in the Maryland General Assembly, and explaining pending and passed legislation to professional and lay audiences. · Knowledge of cannabis law and policy demonstrated through legal research, analysis, writing, and presentation on cannabis law and policy issues at the federal, state, and local level; preference for experience teaching cannabis law and policy to diverse students. · Ability to assess the social and racial equity implications of cannabis law and policy, including understanding the constitutional framework and the social equity framework within which cannabis law and policy must be evaluated. · Experience engaging with staff at the Maryland Cannabis Administration; the Maryland Alcohol, Tobacco and Cannabis Commission; the Maryland Cannabis Public Health Advisory Council; the Maryland Department of Health; and/or Maryland county health departments. · Experience engaging with members of the cannabis industry, including with the Cannabis Administrators Association, and members of the research community examining the impact of cannabis use on public health. · Excellent research, writing, and oral communication and presentation skills. · Ability to work independently and to coordinate work with others, and to supervise attorneys, policy analysts, law students, and administrative staff. · Demonstrated success in building and maintaining relationships with legislators, agency officials, advocacy groups, and industry coalitions. · Aptitude for tracking grant deliverables and financial transactions in a timely, thorough, and accurate manner. * * This is a grant-funded position and subject to continuation of funding. This position is in-person in Baltimore, with the opportunity for remote work consistent with University policies and subject to approval of supervisors. *Salary:* · Starting salary range is $98,000 to $135,000 based on experience. · Starting salaries are set in accordance with the University’s framework, which considers multiple individual and organizational factors, including internal equity.
