GENERAL DESCRIPTION:
Within the Department’s Office of Planning, Research, and Geoanalytics, under the general supervision of the Manager for Research and Geoanalytics, the candidate will join a flexible, collaborative team to perform complex administrative tasks and conduct statistical, financial, and operational data analysis and reporting. This work supports the Department and a wide variety of internal and external clients. The candidate will assist in collecting, measuring, and analyzing data from various surveys to gain insights, including evaluating the data for completeness, discrepancies, and trends.
The candidate will also support the administration of annual reporting requirements for local governments and authorities, including but not limited to the Report of Local Government Finance, Hotel-Motel Excise Tax Reporting, Local Government/Authority Debt Issuance, and Annual Authority Registration and Financial Reporting surveys. Additionally, the candidate should maintain familiarity with legislative actions and changes in statutory requirements for reporting, and contribute to legislative fiscal notes by researching the potential fiscal impact of pending legislation on local governments and local authorities.
In keeping with the dynamic nature of the Office’s work, responsibilities may occasionally evolve or expand to include related assignments that support the broader mission and goals of the agency. This role is well-suited for someone who enjoys variety, values collaboration, and is eager to apply their skills in new and meaningful ways as day-to-day priorities shift or new issues and opportunities emerge.
Necessary Attributes:
Candidates selected for interview must have:
+ Proficiency in Microsoft Office Suite, with advanced skills in Excel, including pivot tables, and complex formulas;
+ Working knowledge of data visualization and analysis tools, such as R, Stata, Power BI, Tableau, and ArcGIS, with the ability to present complex data to diverse audiences in a clear, approachable, and compelling manner;
+ Some relevant coursework in or exposure to government budgeting, finance, and/or fiscal analysis; and,
+ Some relevant coursework in or exposure to database management and/or other data collection and management platforms like Access, Qualtrics, SQL

+ Genuine interest in Georgia’s local governments and public policy, with a commitment to staying informed on legislative developments and related government actions.
Minimum Qualifications:
Bachelor’s degree in business, public administration, public policy, government, finance, political science, economics or directly related field from an accredited college or university AND an internship or other hands-on work experience providing exposure in a similar setting. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Qualifications :
Strong preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:
• Master’s Degree in a directly related field from an accredited college or university;
• A relevant professional certification; and/or
+ Two or more years of experience working within a government organization, regional commission, or similar agency.
Position Classification & Salary Determination :
The position may be hired at either the Government Policy Analyst or Senior Government Policy Analyst classification. The candidates’ assigned job classifications and salaries will be based upon the extent of their conformance with the attributes, characteristics, and qualifications as discussed, above. The posted salary range reflects the anticipated starting salary for a minimally qualified analyst on the low end to an exceptionally qualified senior analyst on the high end. To be considered for a salary offer over the entry level posted in this announcement, the successful candidate MUST have most of the education and experience qualifications shown as preferred. To receive an offer at the top of the range posted, experience must exceed preferred qualifications. In no event will a salary be offered which exceeds the top of the range posted in this announcement.
Hiring Process Overview :
Candidates selected for an interview will be required to complete an MS Excel exercise and provide a writing sample prior to the interview. 1-2 onsite interviews will be scheduled with the best-qualified candidates. The selected candidate will be subject to a criminal background check, educational degree check, reference checks, and (because travel is required) a motor vehicle records check prior to the extension of a job offer. The selected candidate will receive a written job offer which must be accepted in writing to finalize the hiring process.

Additional Requirements:
This is a primarily in-office position. The Department may consider offering hybrid work arrangements upon completion of 6 months successful performance onsite (this onboarding period may be waived for current DCA employees). These positions will not be considered for fully remote work arrangements.
Applicant must have and maintain the legal ability to drive a vehicle in the State of Georgia. Frequent travel via automobile is required with occasional travel to out-of-state conferences via airplane (travel expenses reimbursed by the agency).

PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.
