    General Summary: Under broad supervision, Community Partnerships Manager is responsible for planning, developing, implementing and managing statewide program activities to coordinate assistance for emergency and disaster survivors through a network of community, faith based, voluntary organization, private sector partners and local governments. Serves as the State liaison for federally declared and other disasters and emergencies between this agency and other State of Georgia agencies, federal agencies, particularly the Federal Emergency Management Agency, community voluntary organizations, local governments and survivors. Support and advocate the capacity building of local communities to manage donation warehouses, volunteer reception centers, and private sector coordination organizations. Provides technical assistance and support in the development, training and operations of Long-Term Recovery Groups, and Voluntary Organizations Active in Disasters. Establish and maintain an effective network of contacts with community emergency management personnel, federal and state agencies, national and local voluntary organizations, faith-based organizations and private sector entities. Work the State Operations Center or in affected areas during and after actual disasters and emergencies and during drills and exercises. Frequent travel throughout the State to accomplish various training, planning, and coordination activities. In times of emergency or disaster travel may be required with very short notice. In the event of a major disaster assignment to a Joint Field Office located anywhere in the State, for an extended number of weeks may be required.

    Responsibilities:

    • Identify and inventory existing faith based, voluntary organization, private sector and local government organizations, capacities and resources.

    • Facilitate a statewide network of faith-based, voluntary organization, private sector and local government organizations partnerships to support disaster planning, preparedness, response and recovery activities.

    • Recruit faith based, non-profit, voluntary agency and private business sector organizations to accept critical roles in overall State preparedness, response and recovery efforts.

    • Identify gaps in the public sector emergency management capabilities that can be addressed through the faith based, non-profit, voluntary organizations and private business sectors.

    • Assist with the development and preparation of plans, procedures, standard operating guides and other planning documents with emphasis and leadership in faith based, non-profit, voluntary organizations and private business sector planning.

    • Take responsibility for envisioning, planning, preparing and conducting meetings, trainings, orientations and other events that facilitate planning and preparedness for the faith based, non-profit, voluntary organizations and private business sectors.

    • Completes special projects as requested. Other duties as assigned. Travel required.

     

    Minimum Qualifications: Bachelor’s Degree in emergency management, Public Administration, Business Administration, or a closely related field from an accredited college or university AND two years of professional level experience in building partnerships, advocacy, disaster recovery, non-profit, or closely related field.

     

    Preferred Qualifications: Master’s degree in related field of study. Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess the following knowledge and professional work e xperience:

     

    1) Knowledge of emergency management programs with special emphasis on Individual Assistance programs, Voluntary Agency functioning, and National VOAD doctrine and the National Recovery Framework.

     

    2) Past work experience in local, regional, state or federal government or with a VOAD organization.

     

    Excellent writing and communication skills required. Requires exercise of independent judgment and initiative to perform a variety of Community Recovery planning and program management functions.

     

    High school diploma/GED and one (1) year of job-related experience or completion of an apprenticeship/internship that sufficiently supplied experience to understand the basic principles relevant to the major duties of the position or any other combination of education and professional experience that provides the requisite knowledge, skills and abilities to successfully perform the job.
