*The Massachusetts Department of Public Health’s (MDPH) Bureau of Substance Addiction Services (BSAS) seeks a dynamic applicant for the Metro West Regional Coordinator position. The Metro West Regional Coordinator directs, manages and administers the development and delivery of licensed and state contracted alcohol and drug programs in one or more regions of Massachusetts. Consults individually and in staff conferences with the bureau directors and senior management for purposes of formulating divisional and regional policies, budget allocations and program specifications and evaluations to increase the effectiveness of regional operations. Conducts contract negotiations with Department of Public Health vendors and manages the fiscal and programmatic monitoring of these contracts. Negotiates with other state and private agency directors at the regional level to set interagency agreements and commitments. Hires and provides supervision to staff by assigning work, developing work procedures and schedules consistent with agency policy, and monitoring work performed in order to meet established goals, objectives and target dates. Prepares narratives and data reports for special projects as assigned. Directs and evaluates clinical projects with other state agencies related to the provision of alcohol, drug and mental health services. Provides support to BSAS Central Office on special projects and initiatives.* **__** **__** **_Duties and Responsibilities (these duties are a general summary and not all-inclusive):_** * Conduct contract negotiations with the Department of Public Health vendors, oversee and manage BSAS treatment contracts by performing site visits, analyzing client and billing data, monitoring programmatic and fiscal performance, and quality assurance and process improvement. * Develop and implement the statewide and regional substance abuse treatment system contracts for programs that provide services for key targeted groups including the uninsured and the indigent populations. Participates in BSAS RFR development and review, level of care management, development of BSAS policy and procedures and provides guidance to statewide support service vendors. * Provide leadership to the region to build service capacity and to maximize community-based collaboration to respond to the needs of targeted populations. Participate in local task force meetings, community collaboratives, interstate agency initiatives and other forms of regional networking. Provides regional expertise around access and referral needs. * Serve as a communication conduit between regional providers and DPH/BSAS Central office to ensure that current information about regional needs and developments are known by senior management; and ensures that BSAS policy, public health developments and initiatives are known by regional providers and community-based groups. * Supervise the Assistant Regional Manager in their duties that support the tasks and operations of the regional office. * Facilitate special projects and DPH/BSAS initiatives as assigned. * Other duties, as assigned. ***__*** ***_Required Qualifications:_*** * Knowledge of, and ability to apply, public health programming principles, practices, policies and mandates. * Knowledge of, and ability to apply, prevention, intervention and treatment strategies related to substance abuse, primary health care and public health issues. * Ability to work autonomously, without procedural precedents and make appropriate decisions and judgments in managing problems inherent in complex systems. * Ability to analyze and utilize statistical, demographic, budgetary, historic and other types of information for applied use in work. * Ability and judgment to monitor and evaluate the quality of care within programs and services. * Capacity to coordinate and facilitate effective interaction among diverse health, social and human service programs within the region. * Ability to lead, motivate, direct and supervise personnel, directly and indirectly. * Ability to think, write and speak in and organized, clear manner. * Ability to work cooperatively and effectively with diverse populations and groups. * Willingness to work varied and irregular hours in the course of extensive job-related travel. ****__**** ****__**** ****_Preferred Qualifications:_**** * Knowledge of and experience with substance use disorder primary prevention. * Awareness of and experience with principles and approaches for racial equity and other focus population health equity. * Understanding and experience with principals and community engagement and partnership approaches. * Experience with substance use prevention, intervention, harm reduction, treatment, and recovery support continuum of care in Massachusetts. * Capability to work autonomously and collaboratively and to lead, motivate, direct, and supervise personnel, directly and indirectly. * Ability to work cooperatively and effectively with diverse populations and groups. * Capacity to write concisely, express thoughts clearly, and develop ideas in a logical sequence. ** ** *About the Bureau of Substance Addiction Services:* The Mission of the Bureau of Substance Addiction Services (BSAS) is to foster healthy life choices through culturally responsive services that prevent, treat, and promote recovery from substance-related disorders.
