    Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade located within Office of the Commissioner, located in Washington, D.C. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above. Responsibilities In this position, you will serve as a Management & Program Analyst located within the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of the Commissioner (OC), Office of Trade Relations (OTR). OTR serves as the CBP point of contact for the international trade community. Situated within the Office of the Commissioner, OTR is responsible for industry engagement, dissemination of information, and solicitation of input from both the trade and partner government agencies (PGAs). This position starts at a salary of $120,579.00 (GS-13, Step 1) to $185,234.00 (GS-14, Step 10) with promotion potential to $185,234.00(GS-14 Step 10). Typical duties include: Directing, implementing, coordinating, and overseeing a variety of management programs impacting CBP, Partner Government Agencies (PGAs), and external stakeholders. Determining the applicability and effect of new or proposed legislation, executive orders, DHS and or CBP directives and other agency decisions on respective Headquarters and Field Office operations, managerial programs and requirements. Providing technical assistance and direct support to management staff in all matters relating to the application of planning systems and management programs to meet mission requirements. Evaluating the content of new or modified legislation for projected impact upon agency programs and team projects. Designing and administering planning and controls for submission of data, including forming the basis of budget and program resource requests and decisions. Qualifications Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Preparing comments and impact statements and recommendations on these issuances for executive and managerial considerations. Directing the review of all submissions for substance, conformance with instructions, completeness and authorizations Issuing, maintaining and controlling final planning and controls documents and their amendments. Serving as the assistant advisor when representing stakeholders at meetings and conferences. You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning and conducting special studies and providing expert advice to stakeholders. Coordinating activities for program office staff, advises and provides analytical support on problem definitions, planning methodologies, policies, and procedures. Developing policies, issuances and directives. Ensuring that accurate, appropriately concise and timely information is available to executive management and policy officials. Developing, implementing, and monitoring sophisticated management information systems that focus on long and short range plans, policies and programs in the direction of goals, objectives and priorities.
