Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Boston Field Office, Port of Beecher Falls, VT, located in Beecher Falls, VT. Responsibilities This is a Reassignment Opportunity Bulletin: You must be currently serving or have previously served as a permanent GS-7/9/11/12 with U.S. Customs and Border Protection (CBP) and are currently serving or have served in the 1895 series within the last five years to qualify under this Bulletin. If you hold or have previously held the GS-1895-13 level or higher and are willing to take a change to lower grade, you will also be considered for this position. Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to detect and prevent terrorists and instruments of terror from entering the U.S. Apply for this exciting opportunity to strengthen Homeland Security by performing law enforcement activities such as inspection, intelligence analysis, examination, and interpretation of laws and regulations. This position starts at a salary of $49,960.00 (GS-07, Step 1) to $115,213.00 (GS-12, Step 10) with promotion potential to $115,213GS-12 Step 10). Relocation Incentive: For the Port of Richford, VT location, a relocation incentive is also authorized. A relocation incentive of 25% of your first year basic rate of pay (plus locality) to be paid annually during a service period of no more than three (3) years is also authorized. Upon selection, you may be eligible to receive a Relocation Incentive, pending budgetary approval and per the terms outlined in agency policy. You will be required to sign a relocation incentive agreement. In this position you will become a key member of a team of homeland security professionals responsible for detecting and preventing terrorists and instruments of terror from entering the U.S. Typical work assignments include: Performing inspections and enforcement of persons, merchandise, and conveyances at ports of entry and preventing terrorists and instruments of terror from entering the United States. Enforcing the laws that protect America's homeland through detection, interdiction and apprehension. Developing, planning and performing in tactical operations. Conducting searches, making arrests and seizures, and collecting evidence in support of criminal proceedings in accordance with applicable laws, regulations, and policies. For local chapter contact information see Chapter Websites - National Treasury Employees Union - NTEU Qualifications Experience: You qualify for the GS-07 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Performing primary inspections which is the questioning and visual examination of travelers to determine alienage, citizenship, admissibility, and the need for further inspection as well as the physical and visual examination of cargo and conveyances to determine admissibility and compliance with import/export requirements or the need for further inspection Analyzes information and applies observational, interview skills, knowledge of laws and regulations, and technology Conducts a wide range of record checks using a variety of law enforcement databases and systems and employs tactical intelligence to identify high-risk travelers Employs use of observation, interview, and inspectional techniques and non-intrusive inspection technology, chemical identification equipment, stationary and portable x-ray machines, and range finders to identify discrepant persons and goods which require additional inspection. Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Performing primary inspections which is the questioning and visual examination of travelers to determine alienage, citizenship, admissibility, and the need for further inspection as well as the physical and visual examination of cargo and conveyances to determine admissibility and compliance with import/export requirements or the need for further inspection. Determining whether traveler (citizen or non-citizen), cargo, or conveyance may be immediately admitted/released or must be referred for secondary inspection. Interprets and applies the laws and regulations relating to the admissibility of people into the U.S Analyzing a wide variety of information to identify anomalies attendant to the importation and exportation of commercial merchandise. Collaborating with internal components and cooperating government agencies to verify threats. Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assessing threats and creating individual lookouts and developing and disseminating tactical information and intelligence Determines whether traveler, cargo, or conveyance may be immediately admitted or referred to secondary inspection for further processing Analyzing information and applying observational skills, interview skills, knowledge and technology Preparing legal documents that meet statutory and legal sufficiency requirements for the removal of inadmissible aliens from the U.S. Reviewing commercial documents, inspecting conveyances and examining cargo destined for export from the United States Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Rapidly analyzing information and applying observational skills, interview skills, knowledge and technology Determining whether traveler, cargo, or conveyance may be immediately admitted or referred to secondary inspection for further processing Monitoring and reporting on the status and progress of work, checking on work in progress and reviewing completed work to ensure the supervisor's instructions on work priorities, methods, deadlines, and quality have been met Coaching and training lower level CBPOs in the selection and application of appropriate problem solving methods and techniques, providing advice on work methods and practices NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Education Substitution:GS-07: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work and have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours. OR I have successfully completed all the requirements for a Bachelor's degree from an accredited college or university and claim eligibility for superior academic achievement (SAA) based on one of the following: (1) class standing, (2) grade-point average, or (3) honor society membership. GS-09: Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in any field, or a L.L.B. or J.D. for the experience required at the GS-9 grade level. GS-11: A Ph.D. or an equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree or an LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. You are required to submit proof of your claim. There is no education substitution at the GS-12 grade level for this occupation. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Age Requirement: Pursuant to Public Law 110-161, this position is covered under special retirement provisions for Customs and Border Protection Officers which allows for the imposition of a maximum age requirement. In accordance with Department of Homeland Security Directive 251-03, the day before an individual's 37th birthday is the maximum age for original appointment to a position as a Customs and Border Protection Officer.** NOTE: The Executive Assistant Commissioner of the Office of Field Operations has approved a temporary increase in the maximum allowable age for original placement into a CBPO position, therefore candidates must enter their original appointment before reaching their 40th birthday. In accordance with Department of Homeland Security Directive 251-03, unless the below criteria applies, you must meet this age requirement by the date of referral to the hiring manager. Creditable law enforcement officer service covered by Title 5 U.S.C. 8336(c) or Title 5 U.S.C. 8412(d), or creditable service covered by Title 5 U.S.C. 8401(36) as a Customs and Border Protection Officer on or after July 6, 2008, may be applied toward the maximum age requirement. This age restriction may not apply if you are currently serving in a federal civilian (not military) law enforcement position covered by Title 5 U.S.C. 8336(c) or Title 5 U.S.C. 8412(d). Rotation of Assignments/Duty Locations: You may be required to rotate assignments and duty locations. Uniform: This position requires you to wear an officially-approved uniform while in a duty status. Physical and Environmental Conditions: The work environment includes offices, aircraft operation areas, airline passenger and cargo areas, and marine docks. Periods of outdoor work may be required in snow, rain, or extreme heat. Occasional periods of outdoor work may be required in remote areas with no modern comfort facilities. The work may involve the use of toxic chemicals, pesticides and fumigants. Protective clothing may be required such as hard hats, gloves, goggles, hearing protection, and respirators. Training: This position has a training requirement. Selectee(s) are required to attend and successfully complete 101-days of paid training at the CBP Field Operations Academy (FOA) in Glynco, GA. Prior to arriving at the FOA, selectee's must complete approximately 7-10 days of pre-academy training. Upon successful completion of FOA training, selectee's must complete an additional 14-17 weeks of post-academy training the selectee(s) assigned duty station. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures. Data Systems: You will be required to maintain access to all data systems necessary for duty execution. Shift work: You may be required to perform work on a shift and rotational basis. Overtime: You must be readily available to work overtime on a scheduled or unscheduled basis in excess of the 40-hour work week.
