The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of the natural resources of oil and gas in the state of Colorado in a manner that protects public health, safety, welfare, the environment and wildlife resources. Our agency seeks to serve, solicit participation from, and maintain working relationships with all those having an interest in Colorado's oil and gas natural resources.
The Planning and Permitting (P&P) Unit is responsible for reviewing all permit applications for the construction of oil and gas locations and wells pursuant to current ECMC Rules, mission, and the Oil & Gas Conservation Act (the Act), as amended by SB 19-181. Additionally, this Unit is responsible for reviewing permit applications for emerging energy technologies, primarily in the areas of Carbon Capture and Sequestration (CCS) Class VI wells, deep geothermal wells, and underground natural gas storage per SB 23-285 and SB 23-16, signed May 23, 2023. The Permit/Completions team reviews all mineral development and other energy technologies from a downhole perspective, including reviewing spacing and pooling applications (as part of or independently from Oil and Gas Development Plan (OGDP) applications) to ensure the protection of correlative rights and the legal completion of wellbores. Their review of hearing applications, in particular, ensures compliance with the 500-series Rules, and includes technical review of any submitted geologic testimony. Additionally the Permit/Completion team reviews the Drilling Completion reports, Completed Interval reports as well as the Well Abandon reports to ensure compliance with ECMC Rules, Regulations, Policies, and industry standards.

Position Summary:
the Senior Permitter will have expertise and responsibilities as the Subject Matter Expert (SME) on all hearing applications, and Forms 2, 4, 5/5A, 6, and 10; provide support to leadership on process development and improvement; be a Work Team Lead; and is the Director’s delegated staff authority on approvals of the Form 2 (Well Permit). Duties include:
+ Support the Permitting team’s review of all hearing applications, including pooling, spacing, Oil and Gas Development Plan (OGDP), variance, exception location, Enhanced Oil Recovery (EOR), unitization, and general/administrative hearing applications.
+ Act as the agency’s top SME on pooling, spacing, and unitization, with regard to pore space and correlative rights.
+ Act as the agency’s top SME for Completion related Forms 5, 5A, and 10.
+ Act as the Permitting team’s SME on Comprehensive Area Plan (CAP) applications.
+ Provide senior-level technical support to Permitting Staff for the Forms 2, 4, 6, and 10.
+ Director’s delegated authority to approve Form 2s; agency lead on this task.
+ Support the Permitting Supervisors and Unit Manager by identifying opportunities for process improvements, making recommendations, and developing new or suggesting revisions to, guidance documents, internal Standard Operating Procedures (SOPs), and other written materials.
+ Coordinate with other ECMC work Units, regulatory agencies, and local governments regarding individual permits, or other Permitting-related technical issues that arise.
+ Be an informal team lead by mentoring, coaching, and training Permitting Staff.
+ Support any of ECMC’s upcoming rulemaking efforts by providing expertise in correlative rights, spacing, pooling, and other subsurface considerations.
Oversee Permitting Staff’s review of hearing applications; SME for spacing, variances, pooling, and CAPs:
+ This position is the work lead to coordinate the Permitting team’s review of all hearing applications, including pooling, spacing, Oil and Gas Development Plan (OGDP), variance, exception location, Enhanced Oil Recovery (EOR), unitization, Comprehensive Area Plans (CAP), and general/administrative hearing applications.
+ They will assist as needed in the review of difficult applications, provide guidance to Permitting Staff, and make recommendations to the other Senior Permitter, Permitting Supervisors, Unit Manager, or Hearings Unit as an expert on unusual or complex applications.
+ This position is the agency’s SME on pooling and spacing and will provide support to the Commission, including expert written and/or oral testimony, as necessary.
+ This position is also the Unit’s SME on the permitting review (not Location Assessment review) of CAP applications, and will be the primary point of contact for Permitting support in ECMC’s review of every CAP application.
Technical Direction and SME Level Procedural Assistance : This position will have a clear understanding of the processing of all forms reviewed by Permitting Staff, including the Form 2, 4, 5, 5A, 6, and 10 but will focus their attention on providing subject matter expertise to Permitting Staff on the Form 5, 5A, and 10 (completion and plugging related forms). This position is also responsible for the final approval of Form 2 well permits and has the Director’s delegated staff authority to approve the permit and affix the Director’s electronic signature.
Process Development and Improvement, and Rulemaking Support: This position will seek to identify opportunities for internal and external process improvement related to hearing applications, Forms, and other Permitting workloads or deliverables. This role will make recommendations to team and Unit leaders on operator guidance, SOPs, swim lanes, flowcharts, and other mechanisms to communicate more effectively the expectations of staff and the regulated community, and will collaborate with other ECMC units to ensure the Permitting team’s guidance documents are up to date and accessible on ECMC’s website. As future rulemaking commences, this position will provide direct support to the Commission, the AG’s office, and other Units as assigned to develop draft rules and strategies as they relate to downhole topics, including pooling, spacing, pore space, and correlative rights.
Team Leadership and Mentoring: This position will champion ECMC’s core values (integrity, protection, transparency, and customer service) and demonstrate patience, thoughtfulness, and clear communication to the Permitting team and other customers. It will ensure all Permitting Staff understand technical issues that arise, and give team members an opportunity to correct mistakes and learn from the experience. As the subject matter expert for the agency, on Forms 5, 5A, and 10, this position will take a lead in the training of any new or contract hires to ensure consistency in work product and knowledge of internal processes.
