    The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families, and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

    Description of Job

    The Colorado Child Care Assistance Program (CCCAP) is Colorado’s state-supervised, county-administered child care subsidy program primarily

     

    funded by the Federal Child Care Development Fund (CCDF) through the Child Care Development Block Grant (CCDBG). This unit is dedicated

     

    to building a childcare subsidy program that is child-focused, family-friendly, and fair to providers by providing financial assistance for low-income

     

    families who are working, searching for employment, pursuing training or higher education, or are enrolled in the Colorado Works Program and

     

    need child care services to support their efforts toward self-sufficiency. In addition, the CCCAP Unit maintains strong relationships with county

     

    and external partners to work towards increasing the accessibility of quality care to children and families across the State.

    What you’ll be doing:

    The purpose of this position is to support the work of the Colorado Child Care Assistance Program (CCCAP). In addition, this position

     

    performs a range of program activities, which include supporting program implementation, interpreting rules and regulations, providing

     

    technical support to counties, and providing training, in support of the CCCAP Division, within the Office of Program Delivery.

     

    The position reports directly to the CCCAP Policy and Eligibility Administration Supervisor in the capacity of CCCAP Specialist.

    Major Job Duties include, but are not limited to:

    + County Support

    + Supports the process of providing technical assistance to county departments on the administration of CCCAP. Responds to telephone, email, system support tickets, and general correspondence and provide analytical and technical assistance to county staff regarding the implementation of the CCCAP.

    + Interpret CCCAP rules, regulations, and policy manuals for the purpose of deciding the appropriate resolution of problems and behaviors requiring correction.

    + Provides technical assistance and training to county staff on CCCAP components.

    + This position interprets program rules and regulations to advise County Departments of Human Services on the administration of the CCCAP program.

    + This position assists in conducting regular scans of local practice and provide technical assistance to County Departments of Human Services.

    + This position assists in reviewing county practices and policies.

    + This position identifies technical assistance needs to ensure compliance with statewide strategies.

    + Special Project Support

    + Supports projects which may include new initiatives, information technology projects, important goals, or collaborations with counties and families that support the alignment and coordination of CCCAP policy, and infrastructure.

    + This position supports the design and implementation of changes in the Child Care Automated Tracking System (CHATS).

    + Develops strong working relationships with vendors and internal and external stakeholders whose participation and expertise are necessary to successfully plan and execute the objectives of the project.

    + Identifies problems and suggests possible solutions to any challenges that impede the project’s success.

    + This position supports the coordination , planning, implementation, and operations of special projects.

    + Supports the development program communications for stakeholders

    + Supports the development of CCCAP training and resource materials

    + Participation and engagement in meetings related to special projects

    + Client Support

    + Provides support to clients regarding CCCAP eligibility rules and regulations, communicating with counties and navigating technical system issues.

    + Respond to incoming client complaints.

    + Respond to client emails and phone inquiries.

    + Communicate with clients via State systems and email.

    + Provide technical support and resources to clients.

    + Coordinate with the division training and instructional design team to develop training in response to recurring technical assistance needs regarding CCCAP clients.

    Experience Only:

    Six (6) years of relevant experience in a field related to Human Services, Early Childhood Education. Th is experience must include: At least two (2) years of professional expertise in human or social services or early childhood programs.

    A combination of related education and/or relevant experience in an occupation related to Human Services, Early Childhood Education. Must include: At least two (2) years of professional expertise in human or social services or early childhood programs , equal to six (6) years.
