    Description of Job

    About the Work Unit

     

    The work unit exists to coordinate, design, accommodate, relocate, permit, and clear Region 3 utility installations, special use projects, hazardous material clean up, and railroad construction activities in the region. The unit assures this work is in compliance and conformity with the CDOT Utility Accommodation Code, the CDOT Railroad Manual, and Guidelines for Accommodating Utilities in the State Highway Rights-of-Way and other state and federal requirements for CDOT highway construction project, local agency projects, on-system and off-system bridge projects, Section 130 railroad projects, and all external utility and special use permit projects in state highway rights-of-way in CDOT Region 3. The position will train project personnel on the documentation and support of the PointMan system and Subsurface Utility Engineering requirements to the residencies and project sites in Region 3.

     

    About the Position

     

    The position represents CDOT Region 3 as the Utility Engineering Program Manager, responsible for supervision of the Utility Pre-Construction, Construction, and Railroad Division and the Utility Permit Division. The divisions are responsible for coordinating, accommodating and clearing Region 3 utility and special use activities necessitated by highway construction projects along with local agency enhancement projects, on-system and off-system bridge projects, and railroad Section 130 projects. The position serves as the Region 3 Subject Matter Expert for utilities and special use projects and serves as the regional contact for utility companies and local, state, and federal agencies. The position provides utility-related pre-construction programming guidance, design guidance, and budgets for CDOT highway construction projects and oversees consultant contracts. The position develops staffing plans for utility projects The position audits CDOT construction documentation to ensure compliance with project plans and standard and special provisions.

     

    The position negotiates processes, manages utility agreements, railroad agreements, and provides field oversight during utility relocation construction activities. The position has signature authority for Utility Clearances, Special Use Permits, Hazardous Waste Permits, Standard Utility Agreements, Incurred Cost Contracts, Railroad Agreements, and Irrigation Company Agreements.

    Your duties and responsibilities will include, but are not limited to, the following:

    + Provides subject matter and process expertise, decision-making, and professional judgement for utility relocation coordination, utility design, and the oversight and review of all regional construction plans. This duty requires a strong skill set in reading construction and utility plan sets.

    + Negotiates agreements for relocation of critical infrastructure facilities and drafts, budgets, and processes all utility related agreements in the region.

    + Consults with HQ Utility Engineering Program Manager, HQ Railroad Program Manager, Attorney General's office, and state controller on matters pertaining to relocation activities, and works with Utility Engineering Program Managers in other Regions to establish statewide standards for utility coordination.

    + Networks with other Region Utility Program Managers on related topics.

    + Tracks the progress of agreements and the associated funding through the system, ensuring that funds are obligated and encumbered, and ensures the agreement has been executed prior to issuance of the Notice-to-Proceed.

    + Provides management, programmatic strategic decision-making, process definition, and leadership to subordinate staff.

    + Responsible for directing, training, and assigning job duties to subordinate employees.

    + Sets unit strategy, unit goals, prepares yearly performance plans and conducts yearly performance evaluations; documents employee performance, adhering to personnel rules and using applicable forms.

    + Oversees the review of all CDOT project utility documentation and Special Use project documentation from design to completion.

    + Collaborates with regional engineers and other CDOT personnel on potential utility, irrigation, and railroad conflicts because of CDOT construction plan design.

    + Makes strategic recommendations to avoid and/or mitigate conflicts, which affect project plans, budget, and schedule.

    + Provides project management strategies and solutions for statewide utility installations, which influence interstate rights-of-way through region 3.

    + Oversees, and responsible for, the issuance of all utility clearances on region 3 construction projects, local agency, and railroad Section 130 projects pursuant to federal and state requirements.

    + Provides oversight and direction for the issuance of all Utility and Special Use Permits in region 3.

    + Attends region plan status, scoping, FIR/FOR, pre-construction and project meetings to address and resolve utility conflicts.

    + Researches utility ownership to determine utility conflicts prior to construction activity by consulting historic project documentation, conducting site visits, meeting with utility companies, and reviewing preliminary construction plans. Responsible for determining and confirming facility ownership for coordinating construction-related utility relocations.

    + Creates the scope of work and request for proposal (RFP) for subsurface utility engineering (SUE) investigation consultants during the design phase of CDOT projects. Creates and manage task orders and budget oversight for SUE consultant contracts.

    + Prepares and analyzes utility construction cost estimates upon request for project budgeting purposes. Approves pay estimates relating to reimbursable utility relocation work and process vouchers with Region business office for final approval.

    + Directs regional design engineers, as well as other CDOT personnel, on utility cost estimates for project related relocations and budgetary purposes.

    + Certifies eligibility and initiates the process for reimbursement of eligible incurred costs for the affected facilities.

    + Sets agendas and leads meetings concerning utility installation methodology for local, regional, and statewide utility projects with public and private utility providers and other stakeholders.

    + Discerns, formulates, and delivers project-programming decisions related to utility relocation costs, project schedule impacts, and complex railroad processes during design development.

    + Schedules and leads region-wide joint utility meetings with local agencies, area utilities, and railroad representatives to discuss CDOT construction plans.

    + Provides direction to local agencies and utility companies regarding project decisions that affect CDOT right-of-way.

    + Provides regional input and guidance on statewide utility installations. Directs region- wide response to Special Use Permit applications, which propose impacts to US and interstate highway rights-of-way

    + Interacts with the Region Leadership Team and takes a leadership role by providing utility and railroad expertise and general input to develops policies, guidelines, and practices that guide the operation of CDOT within region 3.

    + Initiates, develops, and maintains effective professional relationships with work units within CDOT, as well as FHWA, local agencies, railroads, and utility companies involved at the project level.

    + Coordinates and interacts daily with the public, private businesses and consultants, contractors, the media, attorneys and interested groups to interpret, defend, negotiate, and serve as a liaison for CDOT.

    + Participates as needed in region 3 monthly Leadership Team meetings, Quarterly Management Meetings, Status Meetings, PMO Meetings and other high level Region meetings to bring forward utility and railroad related issues from project, region, and statewide perspectives.

    + Other duties as assigned.

    Work Environment:

    + Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, with the opportunity for a flexible schedule

    + Opportunity to work from home 1-3 days a week after training is completed

    + Approximately 20% spent in the field, 80% spent in the office

    + Travel required during work hours throughout Region 3
