Summary This position is located in the Casualty Support Program office (N95); Fleet and Family Readiness (FFR) Directorate; Commander, Navy Installations Command (CNIC) Headquarters (HQ); Washington, D.C. Incumbent serves as the Navy Gold Star (NGS) Program Manager, aiming to provide best-in-class services and support to families of the fallen by providing program oversight, coordination, direction and supervises the administration, development, and evaluation of the program. Duties for this position include but are not limited to: Program Management: Serves as a senior analyst for N95, providing oversight and coordination of NGS staff to ensure program policy and guidance effectively supports DoD and DON requirements. Lead the identification, development, and coordination of new policies and procedures to support program operations, mission, and supported population. Directs and manages day-to-day operational activities and performance through subordinate personnel. Coordinates with peers and subordinates to develop executive level correspondence, point papers, briefs, and other items for presentation or information to senior personnel external to, and within, the chain of command. Serves as an Action Officer on taskers and leads and/or is part of multidisciplinary or cross-functional teams to develop and execute N95 plans/events and resolve complex, multi-faceted operational issues. Ensure reporting, data calls and briefings, and consolidated responses are executed timely. Executes N95 leadership's overall direction and guidance for the development, acquisition, evaluation, improvement, and sustainment of NGS Program. Coordinates, integrates, leads, and directly controls the day-to-day efforts associated with the program. Analyzes situations, identifies problems, probes cause, and selects courses of action for administrative, technical, and professional staff to pursue. Oversee the development, management, and distribution of the program budget, comprised of Operations & Maintenance Navy, and Department of Defense (DoD) funding sources. Approves and articulates programmatic and fiscal goals and objectives, advises N95 leadership on the best solution for managing budget requirements. Oversee the Planning, Programming, Budgeting, and Execution process for the CS program. Interfaces and defends program requirements at various OSD, Joint-Service, DON, and OPNAV forums. Represents the program at meetings, committees, conferences, and symposiums, both within the Navy and with external organizations. Develops implementation plans for new ideas, procedures, processes, methods, or approaches for short and long-range management operations. Ensures alignment of policy, compliance, and implementation, and training across all CS programs. Communicates change management plans to teams and key stakeholders to ensure understanding and buy-in. Advises leadership, teams, and stakeholders on handling organizational changes. Utilizes qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems, which impact program goals and objectives. Performs statistical/analysis work to include collecting, computing and analyzing statistical data. Maintains liaison with outside offices and organizations (e.g., Navy Command Units, Veterans Affairs, and local area agencies and organizations) advising them on long term survivor assistance programs. Provides process improvement recommendations to higher-level management. Maintains compliance with program standards and scope of care related to long term survivor assistance. Serves on Regional Survivor Advisory Board (RSAW) and community committees, boards and councils as a subject matter expert in the area of long term survivor assistance. Coordinate and collaborate with other N9 programs, government and non-government organizations in area with the goal of executing remembrance events and gatherings that emphasize the importance of lost service members and their families. Supervisory duties: Directs work to be accomplished by a staff of civilians (NAF): up to three direct personnel and provides second level supervision for up to 18 NAF employees; Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities; Conducts annual performance reviews of staff. Participates in organization staffing decisions; Ensures staff receives proper training to fulfill requirements of their positions; Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and Fosters a work environment free of discrimination, harassment, and/or reprisal and ensures equitable treatment of all staff. Requirements Conditions of Employment Qualifications Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. A qualified candidate possesses the following: A minimum of five years of specialized experience with the military, Department of Defense (DoD), and Navy Gold Star (NGS) program guidance. Knowledge of the CNIC, DON, and DoD organizational structures and missions. Knowledge of major command issues and ability to develop short range, mid-range and long-range goals in support of command objectives as they impact the formulation, execution, and review of the commands prioritized requirements. Requires a detailed knowledge of these issues as they affect the programs for which the incumbent is responsible. Knowledge of pertinent laws, regulations, policies, and precedents that affect wounded, ill, and injured service members. Knowledge of Navy and DoD policies, plans, and trends in areas such as injured pay and personnel actions, benefits, family support, and gift acceptance. Knowledge of the behavioral and organizational processes used in managing complex organizations. Knowledge of the federal budget process. Knowledge of the military, Department of Defense (DoD), and NGS (NGS) program guidance. Comprehensive knowledge and understanding of quantitative research design to determine the correct method(s). Knowledge and understanding of DOD and DON long term survivor assistance programs and services. Knowledge of Microsoft Office Suite, be skilled in the use of office software applications to prepare reports and use software to develop information; able to enter data in required management data systems. Knowledge of management principles and practices, including knowledge of staff and program supervision. Knowledge of the policies and practices of supervision and personnel management to adjust work operations to meet emergent or changing program requirements within available resources, establish objectives and performance goals and assess progress toward their achievement, and understand and further management goals as they affect work operations. Knowledge of CNIC's EEO policy and procedures. Skill to communicate effectively both orally and in writing with senior officials and staff of the Navy, Department of Defense, other services, other federal and community agencies as well as Navy regional offices. Requires initiative and flexibility to cover rapidly changing situations. Independent skills and sound judgment necessary to provide assessment of survivor needs and referral of survivors to appropriate resources. Ability and skill to provide effective training and briefings. Ability to maintain professional boundaries when interacting with survivors. Skill to advise senior managers on complex and sensitive issues. Skill to direct and coordinate the work of professional employees. Skill in managing, coordinating, and administering agency-wide programs. Skill in the use of various computer programs/systems including Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Skill in displaying tact and diplomacy when working/communicating with staff and personnel at various levels of an organizational hierarchy. Ability to understand, be sensitive to, and have empathy for survivors. Ability to develop trusting, helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds. Analytical ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense. Ability to work cooperatively with military and civilian organizations on behalf of survivors. Ability to perform skillful oral and written communications Ability to interpret complex instructions, directives, correspondence, and to apply them to specific situations. Ability to balance change and continuity (i.e., constantly aim for customer service and program performance improvement). Ability to develop and implement a command CS strategy which integrates key command missions, program goals, and priorities. Ability to represent CNIC as an expert in CS to both internal and external representatives or customers. Ability to perform the full-range of supervisory duties. Ability to communicate orally and in writing in order to present, persuade, defend, and/or document rationale for command programs and plans. Education This position does not have a positive education requirement. Additional Information Salary is dependent on experience and/or education. Some positions have special requirements.
