Responsibilities
Noblis ESI is seeking a Human Resources Specialist to work with our clients in supporting the Mission Integration Directorate (MID) in Chantilly VA>
Job Responsibilities:
The HR Specialist will perform comprehensive human resources management functions supporting Government civilian, military, and contractor personnel. The role includes workforce planning, onboarding, performance management, policy execution, and employee lifecycle services in alignment with NRO and Directorate mission objectives.
+ Provide end-to-end support for:
+ Employee in-processing and out-processing
+ Performance and succession management
+ Workforce planning and staffing
+ Position assignments and administrative oversight
+ Facilitate:
+ Data integrity verification for military and contractor personnel
+ Awards and recognition processes
+ Administration of services mandated by NRG
+ Collaborate with the NRO Office of Human Resources (OHR) to:
+ Ensure compliance with NRG-directed HR procedures
+ Execute phases of HR administration efficiently
+ Enable and support:
+ Onboarding and off-boarding at NRO and MID levels
+ Implementation of Directorate HR policy changes
+ High-quality, on-demand HR deliverables
+ Operate and support HR tools and systems that provide:
+ Access to training, career development, and recognition programs
+ Develop and administer:
+ A tailored orientation course for new Directorate employees
Required Qualifications
+ Must have an active Top Secret/SCI clearance with a Counter-Intelligence Polygraph
+ US Citizenship is required
+ Bachelor degree with 12+ years of experience OR Master's degree with 10+ years of experience, OR Associate degree with 14+ years of experience OR High school diploma with 16+ years of experience.
+ Familiarity with Government HR procedures, especially within DoD/Intelligence communities
+ Experience in HR software systems and data management
+ Strong interpersonal and organizational skills
+ Ability to produce polished, time-sensitive HR products
+ Prior collaboration with Government HR departments preferred
Desired Qualifications
+ Master’s Degree
+ Experience with NRO-specific HR tools and platforms
+ Familiarity with MID organizational structures
+ Training facilitation or curriculum development
+ Be able to travel

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

USD $117,800.00 - USD $184,100.00 /Yr.
