    **Koniag Professional Service,** a Koniag Government Services company **,** is seeking aTechnical Senior Acquisition Program Manager with a TS/SCI security clearance to support KPS and our customer government in Arlington, VA.

    Koniag Professional Services (KPS) currently has an opening for a Technical Senior Acquisition Program Manager for the Department of Defense Office of the Chief Digital and Artificial Intelligence Officers (CDAO) Acquisition and Assurance Office. The successful candidate will support the Government Client with the establishment and management of a Major Defense Acquisition Program (MDAP) at the DoD Acquisition Category Level 1 (ACAT I). The successful candidate will provide support the planning, technical management, oversight, governance, and execution of this program. The candidate will support assessments and provide recommendations to Government personnel guiding the acquisition and execution of capabilities portfolio management. The candidate will also perform requirements planning, support requirements package development, produce schedules, roadmaps, and reports, and critically analyze data, and develop and maintain business process rules.

    Essential Functions, Responsibilities & Duties may include, but are not limited to:

    + Leads activities in support of the establishment and management of a Major Defense Acquisition Program (MDAP) and Program of Record at the DoD Acquisition Category Level 1 (ACAT I).

    + Supports acquisition planning efforts and acquisition strategy development to procure services or desired capabilities with goals to improve procurement and contract acquisition lead times, on-time award rates, achieve quality requirements documentation, improve performance, and drive efficiencies for acquisitions.

    + Designs and updates schedules and product roadmaps. Defines test and evaluation criteria, measures of effectiveness, and threshold/objectives for assessing capability maturity and delivery against cost, schedule, and performance.

    + Leads data collection and analysis to be able to provide leadership insight to upcoming contract competitive actions, exercising contract options for existing contract vehicles, and provide details or roll-up statistics per congressional requests.

    + Leads the CDAO Acquisition and Assurance Office in performing gap analysis, analysis of cost schedule and performance drivers and a roadmap for the acquisition portfolio review, plan and document the entire acquisition portfolio lifecycle.

    + This shall include supporting engineering studies to assess the readiness of the technology, evaluating risk factors including technical maturity, reliability, and suitability.

    + Leads the CDAO Acquisition and Assurance Office in the development of system interdependencies, analysis of alternatives, Department of Defense Instructions (DODI), acquisition recommendations and/or updates, joint capability documents, and technology readiness assessments.

    + Researches Government and commercial sources to determine the suitability of systems components to be used, taking into consideration any associated life cycle support issues (i.e., obsolete or end of life components).

    + Supports quarterly Program Management Reviews across the organization’s Portfolios, facilitation, and liaison roles, as well as execution support.

    + Supports the Government with gathering requirements, planning, and assist in oversight of the project cost, schedule, and technical performance of the respective project.

    + Assists other team members in other tasks and initiatives as needed to accomplish the overall mission.

    Requirements:

    + 10-15+ years of experience

    + Demonstrated proven experience standing up a Major Defense Acquisition Program (MDAP) at the DoD Acquisition Category Level 1 (ACAT I).

    + Experience establishing a DoD enterprise-level Program of Record

    + Knowledge of and experience with ADVANA.

    + Extensive program execution experience across every aspect of the acquisition process, such as integration, engineering, program control, test and evaluation, deployment, configuration management, production, quality assurance, and logistics support.

    + Extensive technical management experience with the organization, governance, and effective application of current technology, acquisition practices, design, and security considerations in maintaining large complex DoD systems.

    + Experience drafting acquisition documentation including DoD Acquisition Strategies, Plans, Statement of Works, and Justification Agreements.

    + Significant experience working directly on the Office of the Secretary of Defense Staff.

    + Experience leading and managing large complex project teams

    + Strong organizational, project management and problem-solving skills with impeccable multi-tasking abilities

    + Ability to uphold a strict level of discretion and confidentiality

    + Ability to take a conceptual discussion and build a presentation to convey the message.

    + Highly motivated professional and capable of managing demanding workload while prioritizing and managing competing priorities

    + Demonstrates excellent communication skills, a high level of integrity, critical thinking, and leadership courage.

    + Advanced MS Word and PowerPoint skills; proficient MS Teams, Excel and Outlook application skills

    + Ability to work both independently and as part of a team.

    + Bachelor’s Degree in a related discipline or field

    Highly Desired:

    + Prior Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certification; and Current Program Management Professional (PMP) Certification

    Education:

    + Bachelor's Degree in related field.

    Security Pre-Requisite:

    + To be considered, must have a CURRENT/ACTIVE TOP SECRET/SCI CLEARANCE
