Position Summary:
Decisive Point Consulting Group, LLC (DPCG) is seeking a highly experienced Senior Operational Planner to support the Defense Information Systems Agency (DISA) J-3/5/7 Directorate in the development and execution of cyberspace operations planning across the Department of Defense Information Network (DODIN). The candidate will serve as a critical member of Joint Planning Groups (JPGs) and Operational Planning Teams (OPTs), driving strategic and operational planning efforts aligned to national defense priorities.
This position will play a key role in enabling DISA’s global Command and Control (C2) mission by applying the Joint Planning Process (JPP), developing executable Courses of Action (COAs), and shaping contingency and future operations plans that account for contested and degraded cyber environments.
Essential Functions:
+ Lead the full lifecycle of operational planning activities in accordance with the JPP and Adaptive Planning and Execution (APEX) doctrine.
+ Develop mission analysis, COAs, campaign plans, CONPLANs, OPORDs, and operational assessments in support of DISA’s J-3/5/7 cyberspace mission.
+ Serve as a cross-functional planning team member in support of DISA, USCYBERCOM, JFHQ-DODIN, or Combatant Command JPGs and OPTs.
+ Translate strategic guidance into actionable operational plans that support mission assurance of DISA’s enterprise capabilities, including DODIN transport, NetOps, and defensive cyber operations (DCO).
+ Support contingency and crisis planning, including time-sensitive planning support to global operations or emergent threats.
+ Integrate with key stakeholders to synchronize operational planning across Combatant Commands, Joint Staff, and interagency partners.
+ Contribute to planning products using systems such as Global Command and Control System – Joint (GCCS-J), Joint Planning and Execution Services (JPES), and classified planning networks.
Required Qualifications:
+ Active TS/SCI clearance
+ Bachelor’s degree in National Security, Strategic Studies, Military Operations, or a related discipline (Master’s preferred)
+ Minimum of 10+ years of military or DoD planning experience, with a focus on joint, operational, or strategic-level planning
+ Completion of a Senior Service College, SAMS, SAASS, JAWS, or Joint Professional Military Education (JPME) II
+ Demonstrated experience supporting or leading Joint Planning Groups (JPGs), Operational Planning Teams (OPTs), or equivalent contingency planning efforts
+ Strong understanding of the JPP, APEX, and the cyber implications of C2 in contested environments
+ Proficiency in preparing high-level briefings, mission orders, and strategic-level documentation for DoD leadership
Preferred Experience:
+ Operational planning experience with DISA, USCYBERCOM, or JFHQ-DODIN
+ Familiarity with DODIN architecture, NetOps frameworks, and cyberspace operational risk management
+ Expertise in force packaging, communications planning, C4ISR integration, or DCO/CCMD coordination
+ Understanding of DISA roles and responsibilities in support of Combatant Command and global mission sets
+ Experience in planning for hybrid or multi-domain operations involving both kinetic and non-kinetic effects
