This position serves our partners at Minnesota’s largest state agency, the Department of Human Services (DHS). The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.
As a Frontend SPA Developer, you will be a key player in designing and developing cutting-edge Single Page Applications (SPAs) for MNIT DHS. You'll leverage your advanced technical expertise in modern JavaScript frameworks and user interface technologies to create intuitive, responsive, and high-performing web experiences. You will help establish best practices and guidelines for frontend application design, recommend specific technologies and methodologies to meet business needs, and guide strategic decisions regarding the architecture of client-side web applications. This includes assessing user needs and technology advancements, and designing methods and procedures for seamless user interactions and maximum interoperability..
This position requires an employee to be onsite at 540 Cedar Street, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

Minimum Qualifications

Position requires a minimum of four (4) years of IT related experience developing complete object-oriented web applications, with a strong focus on the frontend, including analysis, design, implementation, build scripting, and unit testing.
Experience must include:
+ Extensive design and development experience of modern frontend UI with a strong JavaScript/TypeScript framework such as Angular, React, or Vue.js.
+ Proven experience building complex Single Page Applications (SPAs) with robust state management (e.g., Redux, NgRx, Vuex/Pinia).
+ Deep understanding of HTML5, CSS3, and responsive design principles, with a portfolio showcasing strong UI/UX implementation.
+ Expertise in consuming RESTful APIs to integrate frontend applications with backend services.
+ Strong knowledge of core JavaScript (ES6+), object-oriented programming (OOP) and functional programming paradigms, and asynchronous programming.
+ Customer service skills that include active listening, empathy, and problem-solving.
+ Ability to deliver effective verbal or written messages that facilitate mutual understanding.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year
Preferred Qualifications
+ Experience with backend development using Java/Spring Boot for RESTful API design and development, and familiarity with modern frontend build tools (e.g., Webpack, Vite) and package managers (npm, Yarn).
+ Experience with advanced JavaScript libraries and tools such as RxJS, NgRx/Store, or similar.
+ Experience with JavaScript testing frameworks such as Jasmine, Karma, Jest, or React Testing Library.
+ Familiarity with Java testing frameworks such as JUnit.
+ Experience with object-oriented design and development, Software Development Life Cycle (SDLC) methodologies, and SQL.
+ Experience with authentication and authorization mechanisms, including OAuth2 and/or OpenID Connect.
+ Ability to communicate effectively with technical and non-technical staff regarding project deadlines., time management skills, and able to solve system-wide complex problems with limited supervision.
