    Job Summary and Qualifications

    Job Summary:

    The Regional Director is a critical leadership position responsible for enhancing emergency preparedness, response, and business continuity planning across assigned HCA healthcare facilities within a designated region. This role collaborates with Division leadership, facility staff, and corporate functional area leaders to ensure effective implementation of enterprise-wide strategies and goals related to emergency operations and business continuity.

    Essential Job Functions & Core Responsibilities:

    Leadership & Collaboration:

    + Serve as a technical expert and co-lead with Division Vice Presidents of Quality (DVPQ) on emergency operations and business continuity initiatives.

    + Provide guidance and oversight to Division-wide emergency operations and business continuity programs.

    + Act as a liaison and trusted advisor to DVPQs, leadership of integrated lines of business (ILOBs) and corporate leadership.

    + Foster strategic partnerships with internal and external stakeholders to advance program development.

    Emergency Response & Incident Management:

    + Provide on-the-ground incident leadership as primary or alternate incident leader in the Division Emergency Operations Center (DEOC).

    + Coordinate operational response functions during incident activations and report to Division leadership.

    + Lead strategic and operational planning sessions, including Division EOC activities.

    + Conduct threat and hazard vulnerability assessments and impact analysis across all lines of business.

    Business Continuity Program Management (Division and facility levels):

    + Interact with hospital emergency managers regarding business continuity and following up with those leaders to ensure their needs are being met.

    + Work with Division and facility leaders to promote and ensure a high level of awareness regarding business continuity planning across the Division.

    + Assist Enterprise Business Continuity team with facility level risk assessments and analysis of facility critical functions and dependencies.

    + Work closely with hospital emergency managers to ensure their COOP (Continuity of Operations Plan) is actionable and a support mechanism for the overall facility EOP (Emergency Operations Plan).

    + Serve as the liaison between HCA Healthcare lines of business (e.g. HealthTrust, Parallon, HCA Lab services, Surgery Ventures, Physician Services, Home Health and Hospice, etc.) and the Division teams to ensure emergency management and business continuity programs are operating effectively.

    + For the Division, facilitate and/or support the formal after-action review process following any major event that creates a significant clinical or business disruption.

    Program Development & Implementation:

    + Develop and implement Division-wide emergency management plans, BC plans, SOPs, field guides, exercises, and training programs.

    + Collaborate with various departments to ensure resource availability during emergencies.

    + Provide training on incident management and business continuity platforms.

    + Provide training on mass alerting and emergency communications platforms.

    + Lead the After Action Review and Improvements Program.

    Division EOC Strategy & Support:

    + Co-lead and organize the Quarterly Division EOC/BC Council.

    + Identify training gaps and develop/deliver training programs.

    + Design and facilitate standardized exercises.

    + Provide technical assistance to facilities on emergency operations and business continuity planning.

    + Maintain relationships with external agencies and participate in healthcare coalitions.

    Data Management & Reporting:

    + Assist facilities with completion of Facility Emergency Management Metrics and Critical Infrastructure Survey.

    + Monitor and validate facility data in collaboration with DVPQs.

    Additional Responsibilities:

    + Coordinate, problem-solve, and manage expectations across all functional areas of emergency operations in collaboration with regional responsible executives.

    + Collaborate with multi-disciplinary teams to develop, advance and implement procedures and programs.

    + Work with enterprise leadership on business plans for emergency operations & business continuity initiatives.

    Location:

    + This position is based in one of four regions, with an office location in a Division Office within the Texas region: Gulf Coast, North Texas, Central & West Texas, or San Antonio

    Position Summary:

    + The Regional Director plays a vital role in ensuring the resilience and preparedness of HCA healthcare facilities in the face of emergencies and disruptions. Through strong leadership, collaboration, and program development, this position contributes significantly to the protection of patients, staff, and the communities served by HCA.

    Knowledge, Skills and Abilities Required:

    + Advanced fluency in both the Healthcare Incident Management System and National Incident Management System

    + Competence with and administrative fluency with healthcare incident management systems, mass notification systems, and technologies related to emergency operations

    + Understanding of Chemical, Biological, Radiologic, Nuclear and Environmental (CBRNE) threats and the application of medical counter-measures for healthcare facilities

    + Understanding of complex cybersecurity, cybercrime, and cyberdefense impacts on the healthcare industry

    + Understanding of a Comprehensive Emergency Management Program

    + Ability to collaborate and work across a highly matrixed organization

    + Understanding of the emergency preparedness and disaster response framework: Mitigation, Preparedness, Protection, Response and Recovery

    + Understanding of the Homeland Security Exercise and Evaluation Program (HSEEP)

    + Applied knowledge of planning, conducting, and evaluating Emergency Operations Exercises up to and including multi-agency full scale exercises.

    + Applied knowledge of The Joint Commission Emergency Management Standards and the Center for Medicare and Medicaid Studies “Final Rule” of Emergency Preparedness.

    + Applied knowledge of hospital operations and healthcare emergency preparedness

    + Understanding of applied project management

    Experience:

    + 7-10 years of relevant work experience

    + Bachelor’s degree required. Preferred area of focus would include: nursing, public health, emergency management, health sciences, industrial safety, law enforcement or business, with relevant experience in emergency management/operations or business continuity planning.

    + Clinical certification is preferred (such as: RN, EMT/EMT-P), but not required.

    + No less than three years experience in an area of emergency preparedness, public health preparedness, healthcare safety, military emergency management/healthcare emergency operations, public safety, business continuity or closely related.

    + Additional experience can be substituted for education on a year for year basis.

    + Ability to utilize a personal computer with applicable software to successfully perform essential functions of the position.

    + Previous experience working in and leading multidisciplinary teams within disaster areas and/or austere working environments.

    Preferred Experience:

    + Masters Degree in Business Administration, Nursing, Public Health or Emergency Management. Othergraduate degrees may be considered with significant relevant work experience.

    + Certification in Emergency Management, Homeland Security, Healthcare Emergency Preparedness, Business Continuity Planning Professional or a related certification.

    Physical Demands and Working Conditions:

    + Significant travel: 65%

    + Typical work days and hours can vary depending on workload, schedules, and project deliverables.

    + 24/7 On-Call for Enterprise Emergency Situational Awareness. Response travel and working locations may include short-to-no-notice deployments into disaster areas and/or austere conditions for prolonged periods of time up to and beyond two week intervals. Work hours and work days during these deployments are highly variable and may require intervals of 12-hour shift working days.
