Summary This position is located in the Executive Office of the President, Office of Administration, Office of the Chief Administrative Officer, HR Systems and Processing Division. The incumbent will serve as an Analytics Manager, overseeing and maintaining internal database files, tables, codes, backup files, integrity, and security. The incumbent will also install, implement, modify, and upgrade software and applications to meet changing business and technology. Responsibilities As a Human Resources Specialist (Information Systems), GS-0201-13, your typical work assignments may include the following: Serves as Human Resources Information Specialist, performing the functions and duties as an Analytics Manager. Analyzes and manages complex HR automated information systems, including but not limited to Department of Defense (DOD) Defense Civilian Personnel Data System (DCPDS), Defense Civilian Payroll System (DCPS) and the Department of Navy's Standard Labor Data Collection and Distribution Application (SLDCADA). Coordinates all HR systems specific report design and development requirements with Information Technology staff to ensure optimum performance of all HR information systems. Recommends and initiates system changes to automate EOP-wide reporting requirements. Develops reports using Business Objects, Crystal reports, data warehouse, Oracle OBIEE, Data migration and mapping, Extract Transform and Load (ETL) technologies, and other ERP/cloud reporting products. Serves as a primary point of contact for various reports requests from various components of EOP, Audit related requests, and to leadership to make informed decision. Develops and implements information security protocols and ensures overall compliance of HR information systems with all information security laws, rules, regulations, policies, and procedures. Requirements Conditions of Employment Qualifications MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one full year (52 weeks) of specialized experience at a level of difficulty and responsibility comparable to the GS-12 or comparable pay band in the Federal service or equivalent experience in the private sector. You must possess experience in at least two of the following four areas: 1) Providing guidance, technical and troubleshooting support to end users regarding human resources (HR) information systems and reporting tools related to personnel, payroll, Time & Attendance, and benefits processing using two or more of the following: Defense Civilian Personnel Data System (DCPDS), Defense Civilian Payroll System (DCPS), Standard Labor Data Collection and Distribution Application (SLDCADA), Structured Query Language (SQL), Business Objects, and/or Jira; 2) Performing HR information systems review through developing quality control criteria, error control criteria, profile reports, and other system queries to ensure accuracy, control, and reliability of data; 3) Developing system queries to extract data for reporting from a relational database management system 5 (RDBMS); 4) Using coding and computer programming knowledge in SQL, and other programming languages, such as Microsoft Excel or other analytic tools, to automate processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The following experiences are highly desirable: Expertise in database management system like Oracle SQL Server and MS Access. Knowledge and understanding of SLDCADA, a T&A system database and its integration with other downstream payroll and HR systems. Ability to understand, analyze and solve data and integration issues with Oracle financial system, DCPS payroll system, and DCPDS HR system. Well-versed in building and running custom queries in Business Objects and Cognos and Power Builder to support various agency needs. Thorough understanding of Federal HR system and EOP specific data and processing rules. Possession of Security Plus certification. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
