    Summary This is a time-limited appointment not to exceed 12 months. Responsibilities As an Emergency Management Specialist, GS-0089-13, your typical work assignments may include the following: Drafts, proposes, and maintains continuity and emergency preparedness plans to ensure the EOP's ability to continue essential functions during a wide range of threats and hazards. Coordinates, revises, and updates plans, processes, procedures, and other documents related to emergency preparedness, incident management, and continuity of operations. Engages with stakeholders across the EOP Campus and integrates stakeholder requirements into planning efforts. Provides operational emergency management support, coordination, and assistance to ensure the safety of EOP staff and the continued performance of essential functions during incidents, events, or threats that affect the EOP Campus. Acts as a liaison to EOP components, continuity team members, and other stakeholders during elevated threat conditions, national emergencies, and other continuity events. Assists in managing EOP continuity facilities, and visits facilities regularly to ensure operational readiness. Works with the White House Communications Agency and other mission partners to ensure interoperable communications capabilities at EOP continuity facilities, and supports successful EOP participation in classified continuity communications testing programs. Conducts continuity and emergency preparedness training and exercises. Develops training plans, advocates for necessary resources, and delivers training. Designs and delivers discussion- and operations-based exercises to continuously refine plans and validate capabilities. Develops after-action reports for exercises and real-world incidents, analyzes areas for improvement, identifies corrective actions, and tracks the implementation of solutions to improve capabilities, enhance resilience, and mitigate risk. Plans and directs financial resources related to contingency operations to ensure strong financial planning, budgeting, accountability, and strategic management. Tracks financial resources devoted to contingency operations to ensure programs are cost effective and efficient. Represents the office in a variety of settings, including emergency management working groups. Establishes and maintains strong working relationships with other federal, state, and local agencies. Provides subject matter expertise and guidance relating to emergency preparedness and continuity of operations policies, procedures, and programs. Assists, supports, and mentors junior staff in the organization. Requirements Conditions of Employment Qualifications MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. In order to qualify at the GS-13 level, you must meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that includes all of the following: (1) Writing and editing for emergency planning products such as continuity of operations (COOP) plans, business resilience plans, emergency response plans, or standard operating procedures to ensure an organization or community can respond to, recover from, and/or continue essential functions during an emergency or disaster; (2) Managing team projects, to include establishing priorities, implementing solutions, overseeing resources, and managing deadlines; (3) Building and maintaining partnerships with internal or external partners to develop shared goals, work collaboratively, and align resources to meet those goals; and (4) Guiding, coordinating, and implementing program activities or support operations related to national security, emergency preparedness, incident management, business resilience, or emergency response. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
