    The Down Payment Assistance (DPA) Administrator is part of the Neighborhood Stabilization Team within the City of Durham Housing & Neighborhood Services department . The position reports to the Housing & Neighborhood Services Manager (Neighborhood Stabilization). The DPA Administrator oversees all aspects of the Down Payment Assistance Program, which provides mortgage assistance to income-eligible residents throughout Durham. Responsibilities include: underwriting borrower applications and providing approval to the primary lender, drafting DPA Program Policy and Guidelines to ensure compliance with funding requirements and revising as needed, working directly with lenders on loan applications, holding new lender training sessions, working directly with hired loan closing attorneys and responding daily to telephone and email inquiries from residents concerning the DPA Program.

    Duties/Responsibilities

    + Review lender-approved loan documents for applicants placed into Neighborly for City DPA Program loan approval or denial.

    + Underwrites and approves mortgage loans for City of Durham Down Payment Assistance (DPA) Program.

    + Prepares agenda item documentation for City Council approval.

    + Meets with lenders and realtors and ensures accuracy in document reviews (dates, funding amounts, etc.).

    + Analyze loan risks and request additional information from the lender as necessary.

    + Ensure compliance with City of Durham DPA Program Policy and Guidelines.

    + Communicate with Loan Officers as required.

    + Review property inspections and condition reports for possible needed repairs.

    + Maintain (electronic) folders/files/records and hard copy files in an organized manner.

    + Follow all state and federal lending laws with respect to fair lending and privacy laws.

    + Perform other tasks as may be assigned by the Community Development Department (CDD) Neighborhood Stabilization Manager.

     

    Minimum Qualifications & Experience

     

    + Bachelor’s degree, or equivalent, in business or public administration, or directly related field.

    + Five years of professional experience that includes Underwriting/Banking expertise and knowledge in area related to assignment

    + Valid, unrestricted, North Carolina driver's license "or" if you currently have another states driver's license, must be willing and able to obtain a valid NC driver's license within 60 days of hire

     

    Additional Preferred Skills

     

    + Experience in project management.

    + Experience in contracts monitoring.

    + Understanding of U.S. Department of Housing and Urban Development (HUD) requirements and regulations for HUD funding programs, including knowledge of HOME and Community Development Block Grant (CDBG) program guidelines.
