The N.C. Department of Transportation (NCDOT) Division of Aviation, a recognized leader in air mobility innovation, promotes the economic well-being of North Carolina by developing a safe and robust air transportation system. As the state’s aviation authority, the division manages state and federal airport infrastructure development grant projects, in collaboration with local government owners of the state’s 72 public airports, the integration of advanced air mobility and unmanned aircraft systems for business and government use, airport professional development, aviation workforce development and flight services for state agencies.
This position will report to the Manager of Statewide Programs. This position will provide day-to-day administration of Maintenance Contracts, this includes: conducting preconstruction meetings; planning, coordinating, scheduling, and monitoring maintenance projects at various locations using multiple contractors; making routine engineering decisions concerning construction/maintenance work performed, approving and processing payments to contractors for work performed and maintaining appropriate documentation for each project. This position is also involved in creating and maintaining the Division Asset Management Systems through contracts and direct data collection. This position supports the Division with contracts on statewide safety inspections, GIS support and pavement condition reporting. This position also assists with specific duties that include but are not limited to emergency management reporting, windsock orders, and No Trespassing sign inventory and distribution.
In this role, you will:
+ Administer Statewide Airfield Maintenance Contracts
+ Conduct preconstruction meetings with airport personnel and contractors.
+ Plan, coordinate, schedule, and monitor maintenance projects across up to 30 airports annually.
+ Oversee multiple contracts and contractors, making routine engineering decisions during project execution.
+ Approve and process contractor payments for completed work.
+ Maintain complete and accurate project documentation.
+ Record all project activities in the Asset Management System to support long-term historical tracking.
+ Manage the Pavement (Asset) Management System
+ Operate and analyze the Division’s Asset Management Systems.
+ Manage field data collection efforts for asset inventory and condition assessments.
+ Populate, manipulate, analyze, and report on all system data to inform maintenance and investment decisions.
+ Support the FAA Airport Safety and Master Record (5010) Inspection Program
+ Assist in managing the FAA-required 5010 Inspection Program to collect critical airport information.
+ Help maintain accurate airport layout and infrastructure data within the Asset Management System.
+ Occasionally conduct certified 5010 inspections independently.

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.
