Responsibilities The primary purpose of this position is: To serve as a Command headquarters level senior program analyst, applying Air Force military rated aviator experience, to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned Major Command program(s). Applying Air Force military pilot knowledge, skills and experience, analyzes, establishes, and evaluates detailed flight policies, standards, and procedures for all AETC flight instructors engaged in USAF UPT, USAF MWS FTUs, and all AETC flying training programs. Applying aviator and instructor experience, serves as the Aircraft Commander, Instructor Pilot, and Flight Examiner (Evaluator Pilot) on aircraft flying and simulator missions from the basic undergraduate level to the most advanced tactical missions in the Command. Serves as the Aircraft Commander/Instructor Pilot/Evaluator Pilot on training missions for Unit Instructor Pilots. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to critical flying training issues Orients newly assigned instructor pilots on the local and non-local mission profiles and local and non-local flying area during local and non-local training flights. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: MAJCOM- and NAF-level Standardization & Evaluation staff experience, experience authoring Air Force Instructions, Memorandums of Understanding (MOU), Memorandums of Agreement (MOA), and Concept of Operations (CONOP), experience in developing AETC flying operations policy and directives, and experience in the AETC/IG inspection process are all critical to the successful completion of the work. The incumbent is required to complete a formal flight or simulator instructor course and continue to meet and maintain AF requirements to pilot training aircraft and provide formal flight and ground training instruction on a recurring and regular basis in support of the mission. Must possess and maintain proper qualifications to exercise the privileges for at least a Federal Aviation Administration (FAA) Commercial Pilot certificate with airplane single (SEL) or multi-engine land (AMEL) and Instrument Airplane ratings, or a military equivalent, as required. Employee may be required to work other than normal duty hours; schedule may change on a daily basis due to the operational flying schedule. In all cases, the incumbent will adhere to crew duty day definitions and limits IAW AFMAN 11-202 and 11-2(MDS) series publications when engaging in flight related duties. Duty may include work on weekends and may take place at a location other than home station (Auxiliary fields or cross-country destinations), including normal flight duties as well as ground duties. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. NOTE: You must submit documentation to provide proof of certification and/or rating, such as a copy of your commercial pilot certificate or Airline Transport Pilot Certificate. AND Certification and Ratings: A current Commercial Pilot Certificate or the appropriate military rating. NOTE: If establishing eligibility based on flight experience applicant must provide official orders, forms, or logbooks showing your status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Flight Experience: Candidates must demonstrate possession of the knowledge and skills required for the work by meeting certain minimum flight hour requirements, including recent of flight experience. The categories in which candidates are required to demonstrate proficiency relate to (1) the general knowledge and skills to pilot the aircraft, and (2) the specific knowledge and skills related to the particular position being filled. Only that flight experience that is directly related to the work of the position is required for purposes of establishing minimum eligibility. Minimum Flight Hour Requirements: The following flight hour requirements apply to all applicants: Total Flight Hours Pilot-In-Command Hours Night Flying Hours Flying Time, Last 12 Months Instructor Hours Multi-engine Airplane Instrument NOTE: You must submit proof of Flight Hours. MEDICAL REQUIREMENTS: At the time of initial appointment, candidates for all pilot positions must possess a current first or second-class medical certificate in accordance with FAA regulations; both meet the intent of the requirement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting operations in the battle management training environment. 2. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events. 3. Knowledge of the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 4. Knowledge of the processes and documentation involved in the AF Technical Order System and Flight Manual Publication (FMP) Program and Knowledge of the processes and documentation involved in the Flight Crew Information File program and Special Interest Item program. 5. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures and Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. 6. Expert knowledge of aircraft systems and operating procedures, aerodynamics, flying fundamentals, aircraft instrumentation, aerobatic maneuvers, close formation flying, high-speed low-level flight, ground and flight emergency procedures, and instrument and visual flight rules, as well as knowledge of the operation, characteristics, and limitations of assigned aircraft. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
