Responsibilities The primary purpose of this position is: To plan, coordinate, manage and direct all Prime Nuclear Airlift Force (PNAF) air transportation operations conducted by the 62d Airlift Wing. Serves as the Prime Nuclear Airlift Force (PNAF) mission planner for the only USAF Wing (62AW) supporting the PNAF mission. Manages and coordinates the execution of all high profile Tanker Airlift Control Center (TACC) PNAF Special Assignment Airlift Mission's (SAAM), Department of Energy (DOE) and Defense Threat Reduction Agency (DTRA) missions which provide airlift for the logistical transportation of special nuclear materials between the United States, its allies, neighbors and cooperative nations. Develops the PNAF short and long range flying schedules from annual flying requirements. As the PNAF subject matter expert, trains new aircrew members on mission planning practices, processes and procedures. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-09 (or higher) grade level or equivalent pay systems (may have been obtained in the deferral service, military or public sector). My experience includes: maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Additionally, experience must demonstrate comprehensive knowledge of C-17 operations policies, principles, and practices; comprehensive knowledge of flight plans, clearance authorities and restrictions, airways, airspace restrictions and air refueling procedures; in depth knowledge of air refueling and low-level route scheduling procedures for Air Force and AMC aircraft; in depth knowledge of landing zone/drop zone procedures and markings; and thorough knowledge of C-17 aircrew management regulatory guidance governing crew rest, flight training/limitations, crew composition requirements, airlift stage operations, alert postures/alerting procedures, tactical event capabilities/limitations and crew duty/flight duty periods OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of a wide range of air transportation policies, principles, practices, operational concepts, procedures, and guidelines. Knowledge of the Prime Nuclear Airlift Force (PNAF) mission, PNAF aircrew training requirements and nuclear cargo/ nuclear cargo component restrictions as it relates to wartime and peacetime logistical airlift. Comprehensive knowledge of aircraft performance capabilities and limitations in addition to regulations governing aircrew management policies and procedures. Knowledge of various computer systems that pertain to transportation operations and other systems required to perform the work. Ability to develop executable airlift mission itineraries. Ability to train newly assigned aircrew on mission planning practices, processes and procedures. Ability to communicate effectively, both verbally and in writing to coordinate planning issues and resolve problems with other units, bases or agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
