    Summary About the Position: This position is located at: Department of Defense Education Activity, Department of Defense Education Activity-Pacific West District, Agana, Guam. Description of the Working Environment: Work is performed in an office setting. Federal employees in Guam are currently entitled to receive a 11.88% Cost of Living Allowance (COLA) in addition to the base salary. Responsibilities Provide coaching (both in-person and virtually) to PK-12 educators/educational leaders. Guide leadership/leadership team(s) in the school-wide implementation planning (this includes professional development, time for job-embedded learning, and scheduling). Foster professional practice improvement of teachers in a PK-12 learning environment. Implement PK-12 instruction within student-centered learning environments (such as the physical space, academic, social, and emotional learning opportunities, and daily structure). Advise educators in leveraging interpreted data to improve teaching effectiveness. In order to qualify, you must meet the Education and Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Education Requirement: The course work must have been completed at or accepted by a regionally accredited U.S. college or university. ISS positions must meet the following three criteria: (1) Minimum Education Requirement, (2) Specialized Experience Requirement, (3) Professional Licensure Requirement. (1) Minimum Education Requirement: A minimum of a Master's degree in the field of Education is required for all Instructional System Specialist (ISS) positions. (2) Specialized Experience Requirement (5 years): Specialized experience is experience gained in teaching, educational research, development of educational materials and aids, educational testing, educational administration, or comparable activities in an elementary and/or secondary school, which has clearly demonstrated success in the application of principles, methods, and techniques of education and familiarity with current developments in PreK-12th grade education and training. This experience must have been in general education for grades PK-12 content area. Preferred consideration given to applicants that have completed coursework in the following content areas: 1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5. Computers in education and training: Study of the application of computers in education and training. (3) Professional Licensure Requirement: Applicants must be currently certified or certifiable under the current DoDEA standards in any general education for grades PK-12. Credits or degrees earned from a foreign college or university must be evaluated prior to acceptance. Three evaluation procedures are acceptable: 1. the work must be evaluated and interpreted by a current member of National Association of Credential Evaluation Services (NACES). This website provides a list of current organizations who can perform your evaluation. You must select and work directly with one of these organizations. 2. the foreign institution that awarded the degree is on a list endorsed by a regionally accredited university or on a list endorsed by a state department of education for the purpose of teacher certification in that state (this procedure will require an English translation of the transcript and a copy of the document awarding the degree, together with an authenticated list produced by an American university or a state department of education); and 3. the work may be evaluated by the graduate division of a regionally accredited university and declared the equivalent of similar undergraduate or graduate work in a U.S. institution. Graduates of non-accredited institutions may have their undergraduate work validated by admittance to graduate school and completion of a minimum of 5 SH of credit in a regionally accredited graduate college. Additional Information Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement. Multiple positions may be filled from this announcement.
