We are looking for a person who is passionate about advancing clean water initiatives and reducing environmental impacts on Eugene’s urban landscapes and who demonstrates excellent communication and organizational skills paired with experience in leadership, customer service, and asset management. The Green Infrastructure Section’s motto is clean air, clean water, healthy community. The services provided by this section are primarily focused within the public right-of-way encompassing rain gardens, vegetated medians, and street trees. The Stormwater and Median Maintenance program is responsible for the maintenance of over 600 public rain gardens, 200 vegetated medians, 16 acres of specialty landscapes, and approximately 30 acres of vegetated right-of-way.
The Green Infrastructure Specialist position provides support for the Stormwater and Median Maintenance program. This position will perform complex technical program development, oversee vegetation contracts, review new development plan sets and perform on-site inspections, and research and stay up to date on the latest industry standards. This position will develop, coordinate and manage programs that support the maintenance team, work closely with our leadership team and operations field crews, and provide back-up for the Private Stormwater Inspector.

Depending upon the knowledge, skills, and abilities possessed by the successful applicant, this position may be filled at either Natural Systems Specialist 1 or Natural Systems Specialist 2 level.

Natural Systems Specialist 1: $29.95 - $37.34 / hourly; $63,296.00 - $77,667.20/ annually
Natural Systems Specialist 2: $32.69 - $40.78/ hourly; $67,995.20 - $84,822.40 / annually

This position may be underfilled with a Natural Systems Specialist 1 classification and only when an otherwise skilled applicant does not yet have the required depth of knowledge and experience required for the position. When filled as an underfill, these employees are considered to be on a continuing training status and expected to work towards obtaining the skills and perform the duties of the Natural Systems Specialist 2 classification. Once the employee's supervisor determines that the required skill level has been achieved, the employee flexes to the second level in the series, which is the journey level.

Examples of Duties Performed - Duties may include but are not limited to the following
+ Manage the vegetated stormwater maintenance contract. Perform periodic site inspections, assign work orders, inspect contractors’ work, provide feedback and training, and manage associated budget.
+ Public green infrastructure (stormwater facilities and medians) plan review. Review plan sets and provide guidance/feedback to project managers incorporating operations team's feedback. Main point of contact for team's plan review concerns and questions.
+ Develop and manage Right of Way (ROW) Veg Program - Combined ROW encroachment, excessive ROW, off street bike paths and City owned, unimproved, non-park lot veg management. May oversee the work of temporary seasonal employees. Coordinate with Code Compliance and Crew Lead.
+ Support Public Works Engineering and Parks Planning construction projects involving green infrastructure. Perform field inspections on new public vegetated stormwater facilities and medians. Main point of contact for ongoing maintenance "hand-off" coordination.
+ Manage public vegetated stormwater facility and median asset inventories utilizing current technology, software, and resources. Track pending facilities, update database as facilities are accepted for ongoing maintenance.
+ Evaluate green infrastructure assets and organize annual inspections/condition ratings to help determine annual work plan, restoration needs and strategies, and restoration plans. Perform routine field inspections for all accepted public vegetated stormwater facilities and public vegetated medians in coordination with Crew Lead.
+ Policy and procedure review. Participate in annual updates to Standard Specifications, Stormwater Management Manual, PIDS Manual, Standard Drawings, etc. providing recommended updates with the maintenance lens.
+ Develop and maintain the Median Maintenance Standards Manual. Coordinate annual updates to the Median and Stormwater Maintenance Standards Manuals, including site specific maintenance standard creation/updates, site maps, seasonal photos, etc.
+ Education and outreach - review and update community information materials for the public program. Coordinate with the Community Engagement team to increase awareness of Eugene’s clean water initiatives across the city. Assist in the development and management of an adoption program.
+ Plant ordering and nursery management - order plants for planting projects and manage stored plants.
+ Support the development and management of green infrastructure operations and maintenance training program for students, business owners and area contractors; establish re-certification and outreach plan.
+ Assist with preparing and implementing current and long-range green infrastructure maintenance program and policy initiatives.
+ Data collection, data analysis, and research industry standards and innovation.
+ Back fill for Private Stormwater Inspector in their absence or as needed.
+ May AIC for Supervisor in their absence or as needed.
+ Performs related duties as assigned.

Natural Systems Specialist 1:
Three years of experience in the technical program area, including at least one year in parks or open space infrastructure inspection, program coordination, code compliance, or a level of responsibility similar in nature. Specialized course work or technical training in the area of assignment is desirable. Examples include natural resource management, environmental science, horticulture, landscape architecture, or urban forestry.
Natural Systems Specialist 2:
Four years of experience in the technical program area, including at least two years in parks or open space infrastructure inspection, program coordination, code compliance, or a level of responsibility similar in nature.
Associate's degree related to the area of assignment. Examples include natural resource management, environmental science, horticulture, landscape architecture, or urban forestry. Bachelor’s degree in related field preferred.
License or Certificate:
Possession of or ability to obtain, and maintain an appropriate valid Oregon State driver's license.
Possession of, or ability to obtain, Certified Stormwater Inspector by the end of probationary period.
Ability to acquire Pesticide Applicator License with Herbicide Certification in the appropriate licensing category by the end of probationary period.
Possession of, or ability to acquire, flagger certification by the end of probationary period.
Technical certification(s), or the ability to obtain, may be required for specific positions depending on the area of assignment.

+ Read and interpret complex engineering drawings, surveys and construction plans and specifications, and apply standards.
+ Research and support legal property descriptions.
+ Interpret and enforce specifications, municipal codes and division policies.
+ Use tools, diagnostic equipment, and apply findings to specialized processes.
+ Work independently or in a crew situation.
+ If required, plan, assign, and lead the work of assigned staff.
