    Actalent is currently seeking a qualified Civil Engineering Technician for a position in Vancouver, WA.

     

    This Civil Engineering Technician position will provide experienced, technical, organizational and design support to the Structural and Civil Engineering Group (TELD). Work associated with this position will be directly related to design project assignments for substation structures, transmission line structures, foundations, and site designs as they affect the transmission system, with the primary responsibility of coordinating project information, design information, drawings, and documentation between TELD and external engineering, structural materials, and construction vendors.

    Responsibilities Include:

    + Using the main transmission project portfolio, identify projects for programs specific to TELD; update and maintain active project lists for TELD projects.

    + Assist Subject-Matter-Expert (SME) and Contracting Officer Representatives (COR) in tracking milestone progress of outside vendors. Track project data such as design issue date, anticipated construction start and finish dates, line outage data and milestone status updates for TELD projects.

    + Using an established set of processes and procedures, electronically transfer design criteria information, engineering and project data to outside vendors that provide further engineering and/or materials needed for TELD projects.

    + Using an established set of processes and procedures, electronically transfer all existing drawings (e.g. Bill of Materials, erection, and detail drawings) required by outside vendors that provide further engineering and/or materials needed for projects under specific programs.

    + Process drawings and documents produced by outside vendors; maintain and update databases, including ProjectWise and SharePoint, and other electronic and paper systems to store, index, track, and attribute drawings.

    + Assist with design, operation and maintenance of the outside vendor drawing and document review system:

    + Maintain user permissions and workflows

    + Provide user end support to Design and QA engineers on navigating system

    + Review and identify conflicts between BPA engineering information and manufacturer drawings; alert BPA and outside engineering’s of conflicts. Resolutions are decided by appropriate BPA personnel

    + Provide input and recommendations to BPA standards in relation to requirements for manufacturer drawings for approval by appropriate federal personnel.

    + Develop new and enhance existing processes and tools to document and track all aspects of the TELD projects and programs.

    + Assist with input of information into Tower Steel System (TSS), or equivalent.

    + Support engineers by researching problems and utilization/provisions of manufacturer’s drawings and recommending proper course of action for repair.

    + Create materials requests, as needed, for replacement material for final approval by appropriate federal personnel.

    + Receive as-built information from engineers, construction managers or project managers subsequent to construction projects; coordinates or completes associated manufacturer drawing revisions as appropriate.

    + Assist with creation of new catalog ID numbers in the BPA Materials Catalog for standard structures and related materials. Enter data into Asset Suite for creation and maintenance of catalog ID’s.

    + Support design work for capital projects based on analysis of engineering and design requirements, project parameters, and technical information from multiple sources. Adapt standard guides and designs to assigned projects. Assist with new designs, as needed, when standards do not cover the project situation. Participate in the development, upgrade, and application of design templates, standards, and guidelines, as appropriate. Anticipate design problems that may arise and participate in the development, review, and implementation of alternative solutions.

    + Complete and produce final design packages for assigned projects, including final detailed design drawings and all other documents, ultimately approved by federal personnel. Make extensive use of the Computer Aided Design System (CAD) and other computer methods and applications for design and design document production.

    + Utilize Bonneville Enterprise System (BES) and Asset Suite regularly for obtaining catalog information on materials, ordering materials, checking status on Material Requests (MRs) for engineers and technicians, and to obtain all relevant information regarding materials.

    + Assist design engineers with coordination of necessary activities to validate the most effective project location, considering facility performance, cost, and environmental impacts.

    + Provide technical support to the project team in the completion of special design studies as assigned where unique or unusually complex problems are involved. Studies may include drainage crossings, bridges, hydraulic analyses, retaining walls or other specialized structures associated with the transmission system.

    + Technical Support:

    + Facilitate design activities associated with design and drawing of transmission system facilities.

    + Assist and prepare reports and presentations needed by TELD and TEL engineering staff:

    + Assist with research in preparation of reports and presentations. Use available computer resources, including Microsoft PowerPoint, to format reports and presentations.

    + Prepare, revise, and distribute design drawings and engineering technical documents and databases to support projects on various computer platforms including MicroStation CAD and ProjectWise.

    + Update and maintain existing hard copy design drawings in the files of Transmission Engineering, and convert existing hard copy drawings to electronic versions on the MicroStation CAD system. Obtains drawing and/or design files as directed by design engineers or higher level technicians as needed to complete assigned work.

    + Enter data into computer and/or CAD files that can be used for the design of facilities. Verify data for completeness and accuracy. Gather data from legacy data systems and prepare/tabulate that data for archival in ProjectWise.

    Qualifications

    A degree in engineering, mathematics, computer science, or a closely-related field is preferred.

    + With a Bachelor’s degree in an applicable field, 6 months of experience is required.

    + With an Associate’s degree in an applicable field, 3 years of experience is required.

    + Without an applicable degree, 5 years of experience is required.

     

    Experience must include specific engineering technician experience and demonstrate a wide range of project tasks.

    Must be experienced with:

    + MicroStation CAD platform and associated add-on products, preferably MicroStation 3D

    + Inroads, add-on to MicroStation, or similar

    + Maintaining all drawing and engineering records using ProjectWise document management software

    Pay and Benefits

    The pay range for this position is $37.91 - $40.00/hr.
