Description
Lee County Utilities (LCU) is seeking a motivated and detail-oriented Project Manager to lead and oversee capital improvement projects related to water and wastewater systems. This role involves managing projects from concept through construction with a focus on quality, efficiency, and compliance. The ideal candidate will work independently under limited supervision from a field operations manager or licensed engineer, reporting progress through regular meetings and reports.
Duties and Responsibilities
+ Lead, coordinate, and manage water and wastewater capital improvement projects under LCU's Capital Improvement Program.
+ Act as in-house technical support for the development, design, and review of utility field operations projects, plans, and specifications.
+ Oversee consultant and contractor work to ensure compliance with project requirements, local codes, and regulatory standards.
+ Ensure all projects meet LCU standards, the Lee County Land Development Code, Lee Plan, County Ordinances, and other applicable regulations.
+ Collaborate with internal departments, consultants, surveyors, contractors, and regulatory agencies.
+ Manage project schedules, budgets, and documentation throughout project lifecycles.
+ Conduct negotiations and manage contracts for professional services with consultants.
+ Coordinate and perform construction inspections to ensure compliance with permits and specifications.
+ Assist with the preparation of technical reports, design documents, permit applications, and Board agenda items.
Education, Experience, Licensing
Minimum Qualifications:
+ Requires any combination of education and/or experience equivalent to a Bachelor’s degree in Engineering, Construction Management, Planning, Information Technology, or a closely related field.
+ Two (2) years of relevant experience in project management, engineering, public works, construction, or related areas.
+ Valid driver's license with an acceptable driving record.
Preferred Qualifications:
+ Engineering Intern (EI) license issued by the State of Florida.
+ Project Management Professional (PMP) certification.
+ Prior experience managing water and wastewater infrastructure projects.
+ Proficiency in engineering plan interpretation and specification review.
+ Experience working with permitting agencies and regulatory compliance.
+ Familiarity with construction inspection procedures and material testing standards.
+ Working knowledge of Microsoft Office Suite (Word, Excel, Outlook).
+ Proficiency in project scheduling software, utility modeling software, ArcGIS, and AutoCAD.
+ Strong communication skills (both written and verbal) and a customer-service-oriented mindset.
+ Ability to perform field inspections as required.

+ Work Schedule: Monday through Friday, 7:00 AM – 3:30 PM
