Summary This position is within the Department of Homeland Security (DHS), Director of Systems Integration and Chief Acquisition Officer (CG-SI), Assistant Commandant - Surface (PEO Surface and Chief Engineer (Naval)) (CG-SEA), Major Systems Acquisition Assistant PEO-Surface (CG-SEA-A), Fast Response Cutter Program Management Office (CG-SEA-A4) located in Washington, DC. Responsibilities You will serve as a Logistics Management Specialist and be responsible for the planning, organization, execution, and coordination of assigned acquisition program(s), in accordance with approved charters and applicable policies and procedures. The incumbent: contributes to the accomplishment of USCG/CG-SEA mission, goals, and objectives by strategic direction and effective implementation of the objectives of assigned acquisition program(s); supports the planning and development of acquisition efforts, business, and organizational administrative operations; and provides direction on a wide range of program issues essential to the efficient operation of CG-SEA. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Managing the development and implementing of in-process reviews, audits, etc. to ensure all ILS resources required to prepare for testing and trials, outfitting, delivery, commissioning, initial shakedown, and operational deployment are identified, acquired and available when needed. Delivering formal presentations including logistic readiness reviews and reports to higher level USCG groups concerned with major asset acquisitions. Providing management, funding, and scheduling direction to USCG activities and private contractors, specifying relationships and interaction with associated USCG offices and numerous other participants. Reviewing production work orders to ensure requests are properly logged and that time and materials consumed are properly indicated. Keeping the Contracting Officer informed on technical recommendations, the progress of proposed contract modifications, validity of claims, analysis of proposals, and assessment of contract time extensions. Qualifications To qualify at the GS- 14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience should demonstrate the following: Identifies gaps in logistics support for new or modified asset systems, and coordinates with USCG operational logistics managers and industry partners to develop solutions. Plans for full lifecycle support of asset products to include evaluating sources of repair, conducting market research, identifying sustainment solutions, and managing business case analyses for performance-based logistics support alternatives. Manages ILS tasks performed under development and acquisition contracts including leading the development of cost estimates and spend plans. Plans and forecasts resource requirements (e.g., manpower, budgets, technical data, and equipment) to support asset systems throughout the lifecycle. Develops and optimizes ILS and sustainment plans and processes supporting USCG mission readiness, system availability, and operational effectiveness.
