THE POSITION
Are you an innovative thinker with a passion and drive to enhance policies? If so, consider joining the Department of Health (DOH) Policy Office. In this role, you will play a key role in supporting policy research and development aligned with the Department’s strategic priorities—particularly in maternal health and federal regulatory response. This role offers a unique opportunity to impact statewide health outcomes by informing and shaping policy direction through in-depth analysis, collaboration, and project leadership. DESCRIPTION OF WORK
As an Executive Policy Specialist 1, this position will be responsible for interpreting and applying applicable regulations, conducting policy analysis, managing project tracking systems, and working across bureaus to evaluate and develop health-focused policy solutions.
Key responsibilities include:
Maternal and Child Health Policy
+ Provide policy leadership and support in advancing maternal and child health initiatives, with a focus on promoting equity and access to care.
+ Contribute to the development and implementation of strategic plans addressing maternal health priorities, including mental health, service coordination, and prevention efforts.
+ Collaborate with internal bureaus such as the Bureau of Family Health to evaluate policy and programmatic needs.
+ Represent the Department in interagency workgroups, policy academies, and external collaborations aimed at improving maternal and child health outcomes.
Policy Development and Analysis
+ Conduct research and policy analysis to inform Department-wide initiatives and strategic priorities.
+ Evaluate existing programs, identify policy gaps, and develop recommendations for improvement.
+ Prepare briefing materials, memos, and reports to support leadership in decision-making.
+ Work across program areas to align policy recommendations with operational and regulatory needs.
Regulatory Support and Oversight
+ Assist in the development and review of regulatory and non-regulatory packages impacting various public health programs.
+ Track and manage the Department’s regulatory agenda and documentation.
+ Facilitate coordination between the Policy, Program and Legal teams and maintain project tracking systems.
+ Support the integration of policy and program perspectives in regulatory updates.
Federal and Interagency Coordination
+ Monitor federal policy developments and support Department responses to federal initiatives.
+ Participate in intergovernmental and national policy forums and task forces.
+ Contribute to the preparation of responses, policy materials, or briefings related to federal health policy changes.
Project Management and Communication
+ Lead or support key Department initiatives and cross-agency projects.
+ Utilize project management tools to coordinate timelines, deliverables, and internal workflows.
+ Develop public-facing materials and contribute to communication strategies for stakeholder engagement.
+ Maintain innovative approaches to tracking and evaluating policy initiatives and outcomes.
Work Schedule and Additional Information:
+ Full-time employment
+ Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
+ Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
-A master's degree in policy analysis and planning, public administration, or a closely related field, or
-Two years of policy analysis and planning experience; and a bachelor's degree in policy analysis and planning, public administration, or a closely related field, or
-Any equivalent combination of experience and training.
