    Position Summary

    Lincoln County Community Justice is looking for a Juvenile Department Supervisor to help s upervise the daily activities of the Juvenile Probation Officers and/or Youth Care Specialists. Assigns cases and staff duties. Conduct and consult with all Juvenile Probation Officers regarding the provision of professional social case work of a difficult or complex nature, investigation, counseling, referral and legal processing of youth with behavioral and emotional problems subject to the jurisdiction of the Juvenile Department and Juvenile Court.

     

    The person in this position also performs professional care, assessment and monitoring of youth placed in the facility and other programs. As well as providing for the 24-hour intake of all referred youth.

     

    $81,403.00 - $109,399.00 annually*

    Essential Functions/Major Responsibilities

    Supervises department operations:

    + Conduct interviews with youth referred to ascertain individual needs and maintains chronological case histories. Investigates and evaluates the possibility of out-of-home placement of youth.

    + Conduct interviews with youth admitted determining appropriateness of placement and planning. Participates in 24-hour intake duties for all youth referred during shift, after hours and weekends.

    + Conduct follow-up interviews and investigation of youth on probation and in placement. Confers with parents and others familiar with facts relating to individual cases.

    + Supervise and writes assessment of individual youth's behavior, performance and needs as observed and recorded by program staff. Maintains records necessary to the effective operation of the facility and programs.

    + Prepare written reports and maintains records necessary to the effective operation of the program. Monitors the delivery of services by several departmental programs and service providers for youth on probation and in placement.

    + Supervise employees including the processes of assigning and reviewing work, scheduling, and approving time off, training, evaluating performance, taking necessary disciplinary action, and effectively recommending hiring and termination decisions.

    + Reports to and consults with the Director and/or designee on all issues involving the facility including physical plant, programs, incident reports, staff and youth grievances and outside agency coordination.

    + Provides the structure and climate for effective participation and communication between all staff.

    + Transports youth as needed.

    Supervise, train, and evaluate staff:

    + Supervise all activities of the Juvenile Probation Officers under the general guidance of the Community Justice Director and/or designee. Ensures and is responsible for the provision of appropriate department planning and services to all youth and families referred. Confers with Assistant Juvenile Director regarding facility and program problems and other matters requiring resolution.

    + Attend shift leader and monthly staff meetings; assure that staff receives required training.

    Assists with policy, procedure, and performance standards:

    + Work with the management team on program design and staff development.

    + Assist in the development of plans, policies, and procedures for the administration of the program and staff development. All policies will be reviewed for approval by the Director.

    + Review and process incident reports, including risk management matters.

    + Responsible for the weekend maintenance of the facility and upkeep of the equipment to meet the necessary policies, standards, local, state, and federal statutes.

    + Supervise and prepare legal documents for the court and District Attorney's Office, i.e., petitions, motions and orders/affidavits.

    Monitors fiscal expenditures:

    + Participate in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for requests; and monitors and controls expenses.

     

    Implement program goals and priorities.

    Represent the department in interagency partnerships and committees:

    + Present facts of cases to the Juvenile Court and carries out dispositions ordered by the court. Supervises the court appearances of the Juvenile Probation Officers.

    + Confer with departmental staff, law enforcement, psychiatrists, psychologists, public health officials, schools, and others relative to individual cases in outlining treatment and care programs.

    + Establish and maintain working relationships with all agencies and persons vital to the needs of the youth served by the programs.

    + Attend quarterly statewide detention manager meetings.

    Typical Qualifications

    Minimum Education Level

     

    Bachelors

     

    Specifics: Including major courses in social sciences, sociology, or psychology.

     

    Minimum Experience Level

     

    Four-Five years (if in specific skills/fields, list below)

     

    Specifics: Five (5) years of pertinent experience dealing with youth, preferably in juvenile probation, parole, group care or correctional settings.

     

    Driver’s License

     

    Oregon Driver's License required within 30 days of hire.

    Desirable Qualifications:

    Certified as Non-Violent Crisis Intervention (CPI) Instructor.

    Knowledge of:

    + Behavior and adjustment problems in youth and treatment methods.

    + Juvenile and child welfare laws in the State of Oregon and the principles of probation as they relate to youth.

    Skill or ability to:

    + Work with maladjusted and disruptive youth.

    + Secure the confidence and cooperation of staff, other agencies, public officials, and the community.

    + Physical capability to interact with others and intervene in physical disputes.

    + Convey information, ideas, and facts both orally and in writing to supervisors, colleagues, and individuals, inside and outside the county, using language and a format the audience will best understand.

    + Utilize computers and other technology to communicate in written and verbal forms (e.g., word processing, texts, emails, spreadsheets, department-specific software).

    + Effectively relate well with others, including supervisors, colleagues, and individuals inside and outside the county. Exhibit a professional manner in dealing with others and working to maintain constructive working relationships.

    + Take personal responsibility for the quality and timeliness of work. Show up to work on time, and follows instructions, policies, and procedures. Meet productivity standards, deadlines, and work schedules.
