    Description

    The City of Norfolk's Department of Public Work is seeking a Civil Engineer II for its Storm Water Division. This critical engineering position will administer and coordinate the design and construction of projects to improve the City of Norfolk’s municipal drainage, infrastructure, and other capital improvement projects related to flood reduction and water quality regulatory mandates. This position also addresses long term planning for coastal and precipitation flooding to address the City’s flood reduction and resiliency goals.

     

    The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses, and visitors, including the City’s Stormwater System, Street Network, Traffic Management System, Waste Management and Recycling Programs.

     

    The Division of Environmental Storm Water Management addresses long term sustainability by performing infrastructure upgrades and maintenance to reduce tidal flooding, updating, and expanding the infrastructure, implementing large-scale flooding projects and implementing water quality improvement projects.

    Essential Functions

    Essential functions include but are not limited to:

    + Prepares and/or reviews technical construction plans, specifications, and cost estimates. Interprets maps, plans and technical specifications for capital improvement projects (CIP).

    + Provides project management for major infrastructure improvement projects. Administers construction projects by participating in progress meetings, maintaining project status reports, preparing cost estimates, scheduling, coordinating, and performing quality control inspections, maintaining and posting changes to project plans, identifying and resolving construction field problems, preparing engineering diagrams and sketches, and assisting in processing payments.

    + Coordinates engineering studies, plans, material specifications, material and labor cost estimates, and construction schedules.

    + Manages municipal infrastructure projects regarding proposed development, design, contract compliance, budget, and schedule. Monitors project design progress and coordinates project management activities.

    + Manages indefinite quantity (IDQ) contracts that govern primary infrastructure projects.

    + Conducts Site Plan Review on new development and redevelopment throughout Norfolk to ensure compliance with federal and state requirements.

    + Provides technical support to in-house Operational and Environmental staff.

    + Provides engineering support services during emergency conditions for snow, ice, flooding, and debris removal operations.

    + Supervises and participates in the evaluation of problems in the field to determine the most satisfactory engineering solutions.

    + Represents the division in meetings with architectural and engineering firms, consultants, contractors, civic leagues, elected officials, other City departments, and the public. May also be required to represent the city on regional planning committees through the Hampton Roads Planning District Commission.

    + Conducts field evaluation and CIP priority requests, coordinates with stakeholders.

    + Responds to citizen requests, civic groups, and interdepartmental agencies. Performs these duties by providing public information, receiving citizen inquires and complaints, investigating problems, developing solutions, participating in public meetings, providing status reports, attend inter and intra departmental meetings and serving on committees.

    + Assists Division with writing grants to leverage funds and regulatory permits.

    + Issues Fill Permits to private residents to reduce impact on adjacent properties and minimize flooding complaints.

    + Supervises staff by hiring staff, assigning work, prioritizing schedules, overseeing work quality, training, preparing performance evaluations, and monitoring time.

    Education/Experience

    Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Bachelor’s Degree in Engineering (civil, environmental, or mechanical engineering or engineering technology).

     

    Two years experience.

     

    Additional Information & Requirements

     

    Must possess a valid Driver’s License. Must provide a copy of Division of Motor Vehicle driving record (obtained within last 30 days) during the interview.

     

    Engineer in Training (EIT) Certification or Equivalent required.

     

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    + Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    + Retirement

     

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
