Summary The Program Analyst position will be the advisor to the Deputy Assistant Secretary for Energy Resilience and Optimization, (ASD(ERO)) within the Office of the Assistant Secretary of Defense for Energy, Installations, and Environment (ASD(EI&E) on direction and technical guidance to meet statutory requirements, programs, and initiatives to enhance installation resilience for DoD military facilities, installations, and bases. Responsibilities Incumbent typical work assignments may include the following: Collaborates with the Installation Resilience Director (ERO) in planning, developing, and implementing direction and technical guidance to meet statutory requirements related to strategy and implementation of installation preparedness and resilience to assure mission and readiness, including integration with energy resilience, extreme weather resilience, and water resilience. Plans, leads, organizes, assigns and controls the work of subordinate government and contract support staff to execute efforts to achieve assigned goals, objectives, targets and other assigned taskings of the organization for installation resilience and planning for DoD facilities, installations and bases. Ensures timely, accurate, professional and thorough responses to taskings from senior Department officials within and outside of the DASD(ERO) organization. Oversees and ensures the quality of work products from subordinate staff and contract support staff to deliver timely, accurate, professional and thorough deliverables and other work products necessary to implement the assigned responsibilities of the organization. Leads and participates in staff efforts and/or supports studies and analyses to plan and implement installation resilience and planning for DoD facilities, installations and bases. Oversees, participates in and supports studies and analyses required to develop and manage analytic tools that aid the DoD Military Departments and Components in performing resilience planning for DoD military facilities, installations and bases. Oversees and participates in partnership efforts with other DoD Components, Federal Departments, and Agencies to perform climate change adaptation and planning for defense natural and built infrastructure that lie outside the installation fence line. Oversees and participates in efforts to evaluate and optimize financing mechanisms to facilitate more rapid deployment of climate change planning and adaptation by DoD Components. Supports or initiates as requested programs, actions, and taskings to ensure adherence to DoD issuances and procedures, and statutory requirements, ensuring that programs accommodate operational requirements and promote resilience planning and adaptation for the armed forces. Participates in the various stages of the DoD Planning, Programming and Budgeting System for installation resilience programs. Develops and initiates management techniques and practices to facilitate the critical review and analysis of resilience planning and adaptation requirements, programs and initiatives. Participates in, coordinates, organizes and facilitates teams for the purpose of developing solutions/recommendations to higher authorities on complex scientific, engineering, and economic issues and situations with clear objectives/goals and plans of action. Drafts presentations, testimony, reports, and other materials for delivery to senior officials and congressional committees. Prepares comprehensive oral and written reports, with appropriate supporting tables and charts. Develops and documents alternatives to facilitate decisions based on robust, comprehensive analyses, to include science, engineering, and economic analyses. Participates in, recommends and evaluates policies, guidance, strategies and plans to provide necessary facility support for military readiness and quality of life. Reviews DoD Component funding profiles for climate and related energy programs during budget reviews to determine compliance with Defense Guidance and other program directives. Recognizes the significance of findings and initiates further reviews to improve efficiency and effectiveness. Participates in and oversees as requested development and collection of data on requirements and resources. Performs in-depth analyses of requirements and resources to determine their propriety and effectiveness. Organizes and directs the review and analysis of a variety of complex problems, issues, studies and plans. Assignments may include but are not limited to: (a) evaluating new or alternative concepts for climate change planning and adaptation for infrastructure and programs; (b) designing criteria and techniques to evaluate effectiveness of programs and resource levels; and, (c) developing program management and analysis tools/methods. Monitors, initiates and evaluates activities and programs to enhance service to all customers. Performs extensive coordination with those customers to determine their needs. As team member, develops and oversees as required strategic plans and measurement guidelines to developing budgets; develops direction and technical guidance statements for approval and implementation; develops and manages annual work plans; promotes and monitors return on investment for dollars expended; and provides direction for coordination, integration and interoperability of standards. Ability to organize and lead interdisciplinary multi-agency and/or multi-service teams through collaboration. Ability to apply data analysis techniques and geospatial analyses. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible."
