    Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY CONTRACT SPECIALIST, Position Description Number T0046000 and is part of the MS USPFO, National Guard. Responsibilities As a SUPERVISORY CONTRACT SPECIALIST, GS-1102-13, you will perform first level supervisory duties over GS-12 Contract Specialists. Under the supervision of the Chief of the Contracting, performs contracting functions and is responsible for oversight of multiple or unique missions. The purpose is to serve as a Warranted Contracting Officer and to supervise personnel engaged in procuring various supplies, services, information technology, Architect-Engineering Services, and construction. Exercises direct supervisory and personnel management responsibilities. Provides supervisory responsibility for subordinate acquisition workforce personnel. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Oversees the procurement of a wide variety of services, supplies, construction and architect and engineering. Researches, interprets, analyzes, and applies all regulations, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General decisions, public law, case law, and precedents. Devises special terms, provisions, clauses, and conditions applicable to the solicitation and contract as required. Ensures that the price schedule is properly structured and determines sources to be solicited. Prepares solicitation, amendment, and contract documents incorporating applicable terms, conditions, provisions and clauses. Receives and performs oversight of quotes/bids/proposals evaluations and determines the acceptability of offers based on an analysis of financial and technical information gained. Conducts price or cost analysis as needed. Recommends or determines the competitive range. Formulates negotiation strategies and identifies areas subject to negotiation (e.g., price, quantity discounts, packaging, payment discounts, transportation, and delivery). Prepares pre-negotiation positions and memoranda based on audit and/or technical recommendations. Conducts any necessary meetings to discuss offers received; performs price or cost analysis; plans and conducts negotiations on price, technical requirements, and/or terms and conditions of the contract. Obtains and reviews subcontracting plans as required. Determines the need for final proposal revisions. Prepares/oversees the final contract to include appropriate standard clauses, special provisions, and incentives such as price redetermination or cost and performance incentive provisions, and/or post-negotiation memoranda. Documents selection decision and justifies basis for award. Obtains all required business clearances and/or approvals as necessary. Reviews and enters contractual information into a contract writing system software database. Awards or recommends award in accordance with delegated authority. Sends post-award notices and debriefs offerors as needed. Prepares the agency's response to any protests, as required, fully documenting and defending the Government's position. Plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities. Analyzes difficult/controversial contracting issues, determines, recommends and/or implements course of action which may depart from previous approaches for long-term contract performance or short-term contracts with extremely stringent time frames. Provides business advice and assistance to technical personnel involved in the development of the performance work statement/statement of work/statement of objectives or data requirements. Reviews a diverse variety of requisition packages for adequacy and compliance with administrative, regulatory, and procedural requirements and consistency with current market practices and conditions. Serves as a contracting authority and advisor to management, customers, and contractors in assignment area relative to the market, the industry, specifications, socioeconomic concerns, and similar matters. Performs acquisition planning, along with the program manager/customer, technical, legal, and finance personnel to develop market research, acquisition strategy, milestones, evaluation/source selection criteria, and/or incentive or award fee provisions, as applicable. Exercises experienced judgment, initiative, and resourcefulness to identify regulations and laws which do or do not apply to the particular procurement, to consider financial arrangements and incentives, and to develop justifications for adopting a contractual posture. Prepares required documents to support solicitation issuance and reviews and advises less experienced specialists in the preparation of documents. Performs other duties as assigned. The employee must meet DoD 5000.52-M requirements applicable to the duties of the position. 1. May be required to travel by military or commercial aircraft in the performance of TDY assignments. 2. May be required to work comp time or overtime and may be required to work hours outside the normal duty schedule. 3. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. 4. The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. 5. The incumbent must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66. 6. In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. 7. The incumbent must obtain and maintain secret security clearance. 8. May be required to pass the Contracting Officer Review Board (CORB) and hold a warrant. 9. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state of emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. 10. Wear of the military uniform is prohibited while in technician status. Qualifications GENERAL EXPERIENCE - All on-board Title 5 Excepted Service employees assigned to Series GS-1102 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and, must have a minimum of one year on-the-job experience at the GS-12 level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the contracting program business with demonstrated understandings of the complex principles and concepts defined by the NG Title 5 Excepted Service Series GS-1102 positions. MINIMUM EXPERIENCE: The following six basic qualification factors are applicable to the Series GS-1102, Grade GS-13 positions: Skilled in collecting and analyzing contracting data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; and, Skilled in applying procedures and directives by reading and interpreting program material. NG Title 5 Excepted Service Contracting Program, GS-1102-13, Senior Level Three, Supervisory, Specialized Experience: Must meet positive education requirement. To qualify, candidate must have a Contracting Certification awarded. Must have at least 12 months of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles to include Negotiating Contracts and Service, Supply, and Construction Contracts. Must have at least 12 months of broadening supervisory contracting experiences in planning and scheduling work in a manner that promotes smooth flow and even distribution of assigning work requirements. Experiences include training and guiding employees on contracting programs and assigning tasks. Experiences involved balancing contracting work requirements and providing advice, mentoring, and direction on a wide variety of contracting policies and employee performance administrative issues. Experienced in structuring that assignments that created effective and efficient procedures with measured and improved task processes. Supervisory experiences improved training applications and career development resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have demonstrated supervisory experiences and/or endorsements on mentorship competencies provided to employees. Must have working knowledge of equal employment and affirmative action programs. As a condition of continued employment in the position, employee must complete Level Three Certification within 24 months of appointment to the GS-1102-13 supervisory position. Education MANDATORY POSITIVE EDUCATION: A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. You must provide transcripts or other documentation to support your Educational claims. Additional Information Per the Defense Acquisition Workforce Improvement Act (DAWIA), November 1990, with NDAA inclusions, the following notes are provided: - The Defense Acquisition Workforce Improvement Act dictates specific education, training requirements, knowledge, and experience factors for Acquisition, Technology, and Logistics workforce. - Education, training, and experience requirements, for each contracting certification level, provide the framework for progression in a career field and are used for the purpose of characterizing a contracting specialist's qualifications within the GS-1102 career field. - Initial hire applicants must complete the certification requirements for their positions within 24 months of appointment. -Current on-board GS-1102 technician employees must complete the certification requirement for their positions within 24 months of appointment. - Those current on-board GS-1102 technician employees, who have not completed the training and certification requirements for their current positions, are NOT considered as qualified candidates for promotion consideration to fill vacant contracting positions using Merit Principles.
