Responsibilities Serves as the DCMA Liaison Officer (LNO) Contingency and Readiness Planner between the DCMA Director and senior leadership within the Combatant Commands in DoD. Plans and reports readiness in the Defense Readiness Reporting System (DRRS). Resolves operational plan shortfalls, limitations and other conditions that impact DCMA's ability to perform its combat support mission. Maintains the DCMA planning interface with the Combatant Commander's staff to ensure DCMA's combat support capability is articulated throughout the planning process. Plans and executes worldwide and regional exercises related to contingencies, mobilization, and expeditionary operations. Evaluates theater operations and determines DCMA supporting tasks and missions through day-to-day analysis and periodic testing during sponsored exercises. Requirements Conditions of Employment Qualifications To qualify for a Customer Liaison Representative, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Supporting Military Services planning and exercise programs, projects, and contingency operations including military wartime operations and emergency contract administration, logistics doctrines, policies, procedures and practices. Determining, executing and evaluating contract management and logistical programs and exercises through the use of management systems, organizational principles and practices, and programs. Using inventory management, contracting, storage and distribution, transportation, property disposal, and the automated logistical information systems. Conducting detailed analysis of wartime requirements, formulate feasibility and sustainability assessments, identify problems, recommend solutions, and direct complex studies. Briefing senior leaders and highest-level officials on Operational Contract Support, military exercise and operational planning, and/or logistics/contracting operations support. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
