Title: DIRECTOR, HUMAN RESOURCES OPERATIONS Location: United States-Virginia-Virginia Beach Job Number: 2500027D Location Note: The selected candidate may be located at any existing District office within the Continental United States (CONUS) in one of the following locations: Northern District – Bethesda, MD. or Annapolis, MD., NEXCOM HQ – Virginia Beach, VA., Southeast District – Jacksonville, FL., Mid-South District – Pensacola, FL Job Summary: Serves as Director of Eastern or Western Region Field Human Resources. Administers and directs all aspects of Human Resources on a Domestic and International level including staffing, recruitment, pay administration, classification, training, Labor and Employee Relations , and national and international HR laws. Has enterprise HR program and or project responsibility for HR functions as assigned. Duties and Responsibilities : Responsible for administering monitoring and coordinating the overall HR Management Program. · Develops coordinates and implements operational HR policies and programs. Provides direction and guidance to subordinate District HR Managers in the execution of such policies and procedures and ensures HR services are provided to supported activities in an effective and timely manner. · Ensures effective execution of Labor and Employee Relations programs. · Participates in the resolution of critical and sensitive policy issues involving Labor and Employee Relations matters as they relate to the region. · Administers NEXCOM policies relating to the employment placement, promotion, transfer, and relocation of associates within assigned region. · Develops short and long term recruitment and staffing plans to achieve employment objectives. · Liaisons with HR VPs, Directors, and District HR Managers to ensure execution of DoD and Navy mandates such as background checks, mandatory training, etc. · Partners with other Headquarters codes to ensure successful execution of company programs including but not limited to Finance Code F for Payroll issues, Loss Prevention Code S for Safety and Loss Prevention, and Office of Counsel Code OC for legal interpretations. · Partners with Headquarters HR VPs, and Directors to ensure coordination of development and implementation of HR programs in the field including coordination of timing of rollouts and program execution to ensure field HR bandwidth is available to support HR programs. · Provides technical advice and guidance to the CHRO and other key VPs, Directors, and managerial personnel regarding all areas of HR management. · Maintains continuing liaison with DOD, DON, and other NAF agencies as needed and appropriate. · Initiates and recommends changes affecting NAF HR policies and programs to comply with directives issued by higher authorities. · Develops interprets and advises on a broad range of HR policies and procedures Federal labor laws regulations and pertinent statutes and executive orders as needed. · Provides foreign policy guidance to staff as required. · Regular visits to field NEX Exchanges, NHG Hotels, Distribution Centers, and other business units within the region to respond to requested assistance regarding HR issues or to review programs to ensure maximum effectiveness and compliance. · Partners with DVPs and senior managers to counsel, review leadership openings, and develop strategic plans to meet changing conditions of marketplace and develop initiatives and plans for future workforce strategies in response to changes in mission goals and HR initiatives. · Provides substantive input on strategies and succession planning initiatives regarding human capital resources and workforce management. · Interact with Navy Region and installation HRO offices in OCONUS locations on HR matters regarding policies and regulations to ensure actions implemented comply with foreign law requirements. · Plans directs implements and evaluates activities associated with management of HR operations and programs and strives for program improvements accuracy and consistency. · Identifies key success factors for HR sets goals and tracks success towards meeting goals. Supervises subordinate associates. · Assigns work sets goals and target dates provides guidance and review work in terms of results achieved develops and recommends budget. · Approves job descriptions and initiates requests for personnel actions. · Counsels personnel schedules and approves leave commends or disciplines subordinates develops and trains team assures equality in determining qualifications selections assignments training promotions details discipline and awards to associates. Works under the general direction of the CHRO or HR VP. · Exercises judgment and initiative in carrying out assignments and in formulating recommended solutions. · Work is reviewed in terms of achievement of objectives effectiveness and timeliness of results achieved and compliance with applicable regulations and procedures. Performs other related duties as assigned. The incumbent of this position must file a Financial Disclosure Report OGE Form 450 as required Qualifications: A total of 10 years experience consisting of the following: GENERAL EXPERIENCE 3 years of responsible experience which enabled the applicant the ability to gain general knowledge of the Human Resources Generalist role general understanding of the systems methods and administrative machinery for accomplishing work the ability to analyze problems apply sound judgment in assessing practical implications of alternative solutions and resolving the problems presented and the ability to communicate effectively with others both orally and in writing. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE 1 year of academic study above the high school level may be substituted for 9 months of experience up to a maximum of a 4 year bachelors degree for 3 years of general experience. AND SPECIALIZED EXPERIENCE 7 years of progressively responsible experience and leadership management in Human Resources work which provided knowledge of HR strategy development HR policies and programs Training and Organizational Development Labor and Employee Relations Staffing and Talent Acquisition Diversity and Inclusion Project Management TO INCLUDE 4 years experience as the HR Generalist leader District, Regional HR Manager, or equivalent of a multiunit multistate service organization with leadership of other management level HR staff.
