The Institute for Health Metrics and Evaluation (IHME) is an independent research organization at the University of Washington (UW). Its mission is to deliver to the world timely, relevant, and scientifically valid evidence to improve health policy and practice. IHME carries out its mission through a range of projects within different research areas including the Global Burden of Diseases (GBD), Injuries, and Risk Factors; Future Health Scenarios; Cost Effectiveness and Efficiency; Resource Tracking; and Impact Evaluations.

POSITION PURPOSE
IHME has an outstanding opportunity for a Research Manager on the Clinical Informatics team, which leverages clinical diagnosis and administrative claims data as well as cancer registry data from around the world to produce population-level incidence and prevalence rates of diseases, impairments, injuries, and cancers. The team builds data infrastructure that promotes research and establishes best practice for data processing. The Research Manager provides management and supervision within the research team and its portfolio of work. Working with the Senior Research Manager and Team Leader, this individual provides technical supervision and coordination, manages analytical workflows, and helps drive effective resource allocation that results in the production of estimates and interim deliverables. The individual must be agile in managing complexities and demonstrate the ability to look across competing intellectual and practical considerations to assess trade-offs. The incumbent has high intellectual agility and deft problem solving skills to push the team to meet high-pressure deadlines for research deliverables. The Research Manager is a key driver in the performance, quality, and efficiency required to routinely produce high-quality, policy-relevant health indicators for research projects conducted on the team and by internal stakeholders.
This position is contingent on project funding.
DUTIES AND RESPONSIBILITIES
Research command
+ As a knowledgeable resource on the team’s data processing methods, the individual will be integrally involved in ensuring the successful technical implementation of the team’s projects. The individual must understand the complexities of the analytic process itself while being aware of deadlines imposed as part of the larger research portfolio’s mandate.
+ Translate research outcomes from a diverse set of clients into tangible technical requirements with an understanding of timeline and resources needed to complete the request.
+ Demonstrate a command of the computation and data storage needs of the team and the associated competencies, skills, and resources required to achieve deliverables efficiently.
+ Give input to proposals and make recommendations for resource needs on proposed projects in conjunction with the team leader.Project management
+ Translate complex research and/or technical concepts between non-technical and technical staff to ensure mutual understanding and alignment.
+ Expertly understand project goals and translate those goals into action to deliver products on deadline.
+ Gather requirements for the team’s databases and analytical pipelines by facilitating communication between stakeholders and the team’s staff.
+ Communicate to relevant teams the plan to implement and test technical requirements and manage dependencies to deliver products on deadline.
+ Utilize project management software tools to ensure high-quality and timely technical coordination.
+ Detail and document complex analytical processes through the creation of flowcharts, requirements documentation, and other relevant materials.Team management
+ Work with faculty, research staff, and engineers to set intellectual agendas and translate them into action plans that can be implemented effectively across multiple project participants.
+ Manage workflow components on the team, ensuring clear coordination on data identification, transformation, storage, analysis, diagnostics, critique, and presentation. Help to achieve continual improvements to efficiency and performance and ensure timely completion of key milestones.
+ Define, promote, and enforce coding standards and best practice on the team and share standardized practices that can be adopted by other teams at the Institute.
+ Coordinate tasks across multiple projects and technical staff members and assess progress across deliverables.
+ Work across supervisory structures to ensure work is properly prioritized.
+ Organize and support technical standups and research team meetings to coordinate deadlines and address issues and/or problems.
+ Assist the Team Lead in annual goal-setting and scoping processes. Coordinate consultation with other team members.Supervisory
+ Supervise employees, including hiring and training, priority setting, establishing quality standards and reviewing work to ensure standards are met, conducting regular performance assessments, providing mentorship and professional development for employees, and making recommendations for disciplinary action as needed.
+ Identify training needs and opportunities for team members to grow their skills and advance their careers. Ensure that the team has the necessary resources to complete their tasks effectively.
+ Demonstrate technical proficiency of projects to effectively oversee supervisees’ contributions, contribute to problem solving, and provide credible guidance.
+ Monitor individual and team performance, provide feedback, and help to resolve any performance issues. Assist the team in overcoming obstacles, making decisions, and resolving conflicts.
+ Ensure that the team adheres to company policies, procedures, and regulatory requirements.
+ Attend required trainings about team leadership, management, and related topics as designated by ODT and the IHME DirectorOther duties as assigned. **MINIMUM REQUIREMENTS**
+ Master’s degree in statistics, mathematics, computer science, social sciences, or a related field, plus 5 years of relevant experience, including at least 3 years in project management and 2 years in a supervisory role involving hiring, employee development, priority setting, quality standards, and performance coaching. An equivalent combination of education and experience may be considered. **ADDITIONAL REQUIREMENTS**
+ Experience leading cross-functional teams, bridging engineering and research objectives, to deliver projects with multiple dependencies and constraints.
+ Demonstrated ability to ensure accuracy and quality in all aspects of technical work, from project planning and execution to documentation and reporting.
+ Must exhibit strong desire and ability to learn clinical epidemiology and health informatics to facilitate highly complex scientific projects.
+ Experience supervising and developing high-performing and collaborative employees in a programming environment. Experience in two or more of the following: coordinating computational and analytic processes; facilitating research production activities; organizing and assessing data and results on a large scale.
+ Ability to thrive in a fast-paced and collaborative environment to manage multiple priorities while coordinating resources needed to meet deadlines.

+ Developer experience, including writing, testing and deploying code.
+ Education or experience in epidemiology, statistics, and/or public health.
