    Finance, Planning, and Budgeting (FPB) encompasses the major central financial, planning, and budgeting functions for the University of Washington, including:

    Within FPB, the Payroll Office has an excellent opportunity for a **Program Operations Analyst** . Reporting to the Assistant Director for Accounting and Tax, the Payroll Operations Analyst will provide analytical and accounting expertise to a team dedicated to executing payroll tax and accounting transactional functions for the University.

     

    More specific responsibilities will include analyzing payroll data, tax and accounting reconciliations and reporting, and reporting metrics, leading development of payroll reports and procedures, supporting successful execution of payroll processes as required, and leading a small team of accountants. As a member of a team focused on continuous improvement, this role will also be expected to identify process issues, assess opportunities for improvement and advance recommended solutions.

    DUTIES & RESPONSIBILITIES:

    Leadership and Team management

    Provide leadership and management of the day-to-day operations of the Payroll Accountants responsible for tax filings. Work with a diverse group of individuals; placing a value on diversity, equity, and inclusiveness.

     

    **Payroll Analysis and Reporting/Filing** (60%)

    • Analyzes payroll transaction data, processes and deduction data and reporting metrics. Lead multiple federal and state year-end tax reporting/filing processes for Form W2, Form 1042s, 1099R, etc

    • Supports all data requirements/system requirements for Payroll Tax and Accounting including preparation and remittance of Social Security, Medicare, and Federal withholding taxes on behalf of the University of Washington

    • Analysis of data trends to support business decisions and processes including developing and documentation of processes

    • Compiles data from multiple data sources (UW systems, Washington State and third-party systems) for reporting

    • Uses analytical tools such as SQL Server, Microsoft Reporting Services, Access, Excel and/or similar applications to extract and analyze large volumes of payroll data

    • Coordinates with leadership and stakeholders to interpret payroll data, identify issues and implement resolution plans. Assist in the development of goals and measurement to support Payroll

    • Ensures completion of assigned payroll transactions including tax and accounting in accordance with established standards

    **Transactional Payroll Processes** (30%)

    • Supports successful execution of payroll processes as required, including payroll, tax and accounting transactions and processes and related reporting, reconciliations, and tax filings/payments

    • Assist in other payroll activities as needed

    • Analyzes and identifies process improvement opportunities to streamline workflow and deliver enhanced customer service to the organization

    • Supports timely resolution of complex issues/inquiries including customer inquiries

    • Coordinate with other resources to address escalated inquiries as required

    • Contributes to an outstanding customer service environment, including strong collaboration with other team and subject matter experts external to Payroll as required

    • Assist in training activities for Payroll (internal and external)

    • Utilizes ServiceNow to facilitate management of inquiries/issues in accordance with established protocols

    **Payroll Services Support** (10%)

    • Supports periodic Workday update processes, including payroll testing activities

    • Supports knowledge management processes, including identification and verification of additions/changes to the working repository of knowledge content

    • Supports training activities, including development and verification of relevant content

    • Other duties as assigned

    REQUIREMENTS:

    Bachelor’s degree in Business Administration, Accounting, Finance, Human Resources, Public Administration or related field of study and at least four years of experience in payroll or an accounting related role

    Experience processing transactions in the payroll and finance domains, with excellent accounting skills, accuracy and attention to detail

    Proficiency in data analysis, reporting, and metrics, with the ability to extract and interpret key trends and insights

    Advanced Excel skills with demonstrated expertise in data mining and manipulation

    Working knowledge of federal/state regulations and laws as they relate to payroll with knowledge in tax and accounting principles

    Experience supporting employment tax regulations

    Proven ability to establish and maintain collaborative relationships with key stakeholders across departments and levels

    Extensive experience in customer service, including resolving complex inquiries and maintaining high performance during peak periods

    Experience supporting system testing and/or data validation activities

    Demonstrated experience in working with diverse groups, stakeholders, and teams; collaborative, inclusive, and service-oriented leadership style and the ability to foster a culture of excellence, accountability, and teamwork

    DESIRED:

    Working knowledge of University of Washington HR and payroll policies

    Working knowledge of Workday and other University of Washington systems
