    Job Description

    The Department of Sustainable Delivery (DSD) within the Department of Transportation will conduct enforcement against illegal moped, e-bike, and e-scooter riding; hold delivery apps accountable by ensuring that commercial cyclists are using safe and legal equipment and that delivery companies face repercussions for unsafe behavior; and address vehicle parking behaviors that endanger pedestrians, cyclists, and e-bike riders.

     

    The chosen candidate will develop strategy, manage project deliverables, and maintain critical deadlines. Reporting to the Commissioner with latitude for the exercise of independent judgment and decision making, the Deputy Commissioner will establish the new department, including micromobility safety policy and enforcement procedures.

     

    The new department will include an enforcement unit, charged with bringing order to New York City streets as the number of app-based deliveries, and delivery workers have soared, with little accountability or regulatory frameworks in place. The DSD’s enforcement team will supplement, in a targeted and data-driven fashion, traffic enforcement handled by the New York City Police Department and will be deployed at safety hotspots across the five boroughs.

     

    Critically, the Deputy Commissioner will develop and maintain relationships with key stakeholders to inform the work of the DSD. This includes groups representing delivery workers, the traveling public, and business leaders.

    The chosen candidate will:

    1. Advise the Commissioner to set policy, rules, and regulations, including the development of standards for safe delivery times and methods and the implementation of penalties for app companies

    that break the law

    2. Initiate and supervise research and policy development on topics related to micromobility; coordinate across DOT teams, partner agencies, New York State, and other cities, as well as additional

     

    stakeholders; and supervise the preparation of public-facing reports and presentations.

     

    3. Supervise the establishment of the enforcement unit, including a new training program and permanent facilities. The unit will be comprised by uniformed, shielded, unarmed peace officers who

     

    are empowered to issue summonses for violations and to make arrests.

     

    4. Once established, analyze the organizational and operational functions of the enforcement unit to deploy resources, optimize productivity and ensure safe execution of enforcement activities for

    both officers and the public;

    5. As needed work with DOF on adjudication processes and schedule staff appearances in hearings as necessary

    6. Oversee related data tracking and analysis to develop effective and innovative policy and equitable enforcement in the micromobility sector.

    7. Collaborate with NYC DOT Safety Education and Communications to design and implement educational campaigns related to micromobility safety.

    8. Supervise all DSD staff, including strategic management of field enforcement inspectors, administrative, technical, and clerical staff.

    9. Engage in significant internal project management and interagency coordination to successfully launch the new department.

    DEPUTY COMMISSIONER (TRANSPORT - 95903

    Qualifications

    A master's or bachelor’s degree from an accredited college, and at least 10 years of satisfactory experience in an executive capacity to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, consultative, or executive capacity or supervising personnel, or activities related to the duties of the position.

     

    The chosen candidate will be working within a fast-paced environment and must be able to multi-task and quickly respond to issues as they arise. In addition, a successful candidate must have experience supervising a large and diverse staff of professional, enforcement, and administrative employees.

     

    Prior experience in a senior enforcement role, including supervision of an enforcement program.

     

    Managerial experience required, including program review and administrative management, employee supervision and development, revision of performance standards, and resource allocation optimization.
