Position:
The Idaho Department of Environmental Quality (DEQ) is hiring a Financial Managerfor the State Office located in Boise, ID.
Salary Range: $40.14 - $47.22
Responsibilities:
• Management:
- Provide team leadership and oversee employees.
- Manage the budget, accounts payable, accounts receivable, and the State Revolving Fund.
- Plan and oversee program activities.
- Evaluate employee workloads, develop performance plans, and hire and train employees.
• Financial consulting and advising:
- Develop and recommend financial policies and procedures.
- Perform complex accounting, auditing, and budget reviews.
- Analyze, prepare, and oversee the preparation of various financial reports and documents.
- Ensure financial systems and documents follow laws, policies, standards, regulations, and generally accepted accounting principles (GAAP) and practices.
- Provide professional consultation on financial matters to support financial requirements.
• GAAP:
- Use GAAP to prepare work papers, budgets, and tax and payroll records.
- Provide input into the development of accounting systems.
- Conduct analytical, creative, evaluative, and advisory work, drawing upon the theories, principles, and terminology of GAAP.
Minimum Qualifications:
+ Accounting Principles and Practices:Typically Gained byat least four years of professional work experience as an accountant, or equivalent, applying Generally Accepted Accounting Principles (GAAP)ORa Bachelor’s degree in accountingORa Master's degree in BusinessORa current professional certification as a CPA or as a CGFM.
Typically Gained by supervisory experience that required work assignment, direction and monitoring with responsibility (or with significant input) for hiring employees, preparing performance evaluations, and handling grievances or discipline; or successful completion of course or seminars that included all five elements of management: planning, organizing, staffing, directing and controlling.
Experience:
+ Analyzing financial and auditing data:Typically Gained throughexperience that includes the design, development, preparation, analysis of, and distribution of monthly and ad hoc financial operating reportsANDyear-end GAAP/GASB compliant financial statements.
+ Auditing or designing financial systems:Typically Gained throughrecent experience that includes the review, approval, and development of specifications for automated financial system design, modification and enhancement.
+ Establishing internal financial or auditing controls:Typically Gained throughexperience that includes reporting and recording of financial transactions in accordance with GAAP, GASB, state and federal rules and regulations and development and management of financial systems security.
+ Preparing and making oral presentations:Typically Gained byexperience as a manager/supervisor in making presentations for decision making to government officials, top-level management, special interest groups or other decision makers outside the organization.
Physical Requirements (with or without reasonable accommodations)
• Ability to sit and work on a computer for 2-4 hours at a time.
• Some periods of heavy reading and typing are required.
• Some travel may be required.
