    Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIALMANAGEMENT ANALYST (TITLE 5), Position Description Number NGT5127P01 and is part of the TN ARMY National Guard. This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 103 (Volunteer Chapter). Responsibilities As a FINANCIAL MANAGEMENT ANALYST, GS-0501-09, you will need to have extensive knowledge of all pay operations that are handled by the Pay and Exam branch. Resolve the most difficult pay problems including extensive research, review, and application of prior pay and tax laws, regulations, and entitlements. Applies GAO decisions, policies, and procedures. Apply pay and tax laws, regulations, directives, and policies to all cases. Must have the ability to effectively communicate with different levels within the State's command and with external agencies, to include Financial Services and National Guard Bureau. Ensure work is processed in accordance with established guidelines, regulations, policies, and procedures. Responsible to assist in the training and development of the Financial Services Technicians assigned to the section. Perform other duties as assigned. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience, training, or knowledge of theories, regulations, current/revised guidance, management practices and policies regarding all facets of the financial program in order to provide feasible recommendations/advice to assist management officials in the decision-making process. Skill in collecting and analyzing data effectively, efficiently, and accurately. Skill in applying procedures and directives by reading and interpreting program material. Skill in presenting formal training presentations and briefings. Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: Must have 24 months or 1-year at the next lower-level experiences gained through military technical training schools in preparing reports and in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations; knowledge of the general ledger to include accounts payable, accounts receivable, cash, and other accounts in support of various regulatory financial reports; Financial Management rules and operating procedures; ability to apply fact-finding and investigative techniques to perform studies and analysis of data and the ability to research and analyze directive and regulations to assess their impact on current and planned operational initiatives; working knowledge of any of the following; the Defense Joint Military Pay Systems (DJMS) both active and reserve, Defense Travel System (DTS), MyPay, Defense Civilian Pay System (DCPS), Defense Enterprise and Accounting Management System (DEAMS), Defense Military Pay Office System (DMO), Automated Business Services System (ABSS), Air National Guard Reserve Orders Writing System (AROWS), Automated Time and Attendance Production System (ATAAPS), General Accounting Finance System (GAFS), Reserve Travel System (RTS), Defense Transaction Interface Module Systems (DTIMS), Wide Area Workflow (WAWF), Purchase Card Online System (PCOLS) and other financial systems as applicable. In order to perform studies related to management improvement, productivity improvement and management controls to analyze and evaluate criteria for the enhancement of all assigned Pay programs (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay). Education Education Requirement: None The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience. To qualify for the National Guard GS-0501 on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. You must provide copy of official transcripts that include degree awarded and date conferred to receive credit for Education requirements for this position.
