    Summary This position is located at the Bemidji, MN District Office. This position is responsible for providing overall management, supervision and leadership for DEHS staff and duty stations. The purpose of the position is to provide Environmental Health Services which includes managing, developing, planning, implementing, evaluating and promoting a comprehensive Environmental Health Service program that includes community involvement. Responsibilities Serves as a recognized master of all facets of the general environmental health as it pertains to food safety, community institutions (e.g., childcare centers, senior centers, health clinics and schools, etc.), specialized entertainment centers (e.g., casinos, water parks, swimming pools, campgrounds and theaters), sanitation facilities (e.g. water, wastewater, O&M and solid waste), complex institutions (industrial/manufacturing plants), vector-borne & communicable diseases and program system software (WebEHRS and Mobile WebEHRS). Participates in field inspections working alongside the field Environmental Health Specialist providing guidance, coaching and cross-training to the field Environmental Health Specialist. Identifies areas of need in the general environmental health program and develops specialized initiatives to address the needs. The initiatives may include but not be limited to vector control, hazardous materials, food safety, water quality, complex community institutions, air quality, etc. al audience. In the absence of the Division of Environmental Health Services Director, the District Environmental Health Specialist may be tasked in an Acting role. The District Environmental Health Specialist works to provide an efficient and timely delivery of environmental health services across the Minnesota District by supporting team assessments, investigations, pow wow coverage and essential services. Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Individual Occupational Requirements Education Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Applying appropriate environmental health codes, standards and best practices when identifying risk factors for necessary mitigation; utilizing written and verbal communication to teach and gain compliance with environmental health conditions; effectively evaluating and implementing environmental health control measures; utilizing the Accreditation Association for Ambulatory Health Care (AAAHC) to ensure accreditation standards are met; applying the principles and practices of occupational safety and infection control in order to reduce injury and illness. Selective Factor In addition to the minimum requirements, the following Registered Environmental Health Specialist (REHS) or Registered Sanitarian (RS) is determined to be essential to perform the duties and responsibilities of this particular position. Applicant who do not mee this selective factor are ineligible for further consideration. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Education This position has an education requirement. You are strongly encouraged to submit a copy of your transcripts or a list of your courses including titles, credit hours completed, and grades. Only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education may be credited. Additional Information Additional selection(s) of candidates may be possible within 240 days from the date the certificate of eligibles was issued for this announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Recruitment or relocation incentives may be authorized. At least a 6 month service agreement will be required. This position meets the criteria specified in pillar number one of the five pillars of the PHS Commissioned Corps.
