    TYPE OF POSITION: Civilian non-classified

     

    SUMMARY: This position is located in the Purchasing and Contracting Office (PCO) of the Idaho Military Division (IMD). The primary purpose of this position is to perform a wide range of acquisition and contracting duties for standard or specialized services, commodities, architecture and engineering, and construction contracts, including pre-award through prost-award and contract closeout using State of Idaho and IMD contracting policies and procedures. Contract amounts may vary, and contractual performance times include multi-year periods.

    MILITARY DIVISION MANDATORY QUESTIONS:

    (1) Except for minor traffic offenses, have you ever entered a plea of guilty, no contest, or had a withheld judgment to a felony offense? If YES, please explain on a separate paper and attach it to your application.

     

    (2) Do you certify that I am a U.S. citizen, permanent resident or a Foreign National with authorization to work in the United States?

    MANDATORY REQUIREMENTS:

    (1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)

     

    (2) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment.

     

    (3) Must be willing to complete Certified Public Procurement Officer (CPPO) Certification within 12 months of hire.

    PREFERRED EXPERIENCE:

    (1) Bachelor’s or higher-level degree in a field related to accounting, business, finance, law, or economics.

     

    (2) Proof of previous completion of CPPO certification.

     

    REQUIRED EXPERIENCE: Must have 36 months of experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement below that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience.

    KNOWLEDGE REQUIRED:

    (1) Describe your knowledge of commonly used contracting methods and contract types sufficient to perform pre-award, post-award, and/or contract price/cost analysis functions.

     

    (2) Describe your knowledge and experience with communication and negotiation techniques and the ability to communicate effectively; present information clearly, concisely, accurately and in ways that promote understanding; possesses strong influencing skills; and the ability to comfortably interact with executive and senior level management and officials and to exert appropriate influence to achieve a prescribed result.

     

    (3) Describe your knowledge and experience with commercial business practices and market conditions related to technical and program requirements to assist customers in developing needs and to evaluate proposal responsiveness, contractor responsibility and contractor performance.

     

    (4) Describe your knowledge and experience with formal contract advertising techniques and proposal solicitation to procure a variety of requirements ranging from standard to specialized services, commodities or construction.

     

    (5) Describe your knowledge of directly applicable statutory provisions, regulations, and procedures to be able to perform well-defined and well-precedented procurement functions. Applicable sources of information include federal regulation (2CFR200), Division of Purchasing regulations, DPA, and requirements for a Requests for Quote, and Memorandums of Understanding or Agreement.
