Positions established at the staff engineer level may be underfilled at the associate or engineer-in-training levels. After successfully completing a training plan, meeting the minimum qualifications for the staff engineer level, and receiving a professional engineering license, the employee will be reclassified and compensated as a staff engineer.
Position:
The Idaho Department of Environmental Quality (DEQ) is hiring an Air Quality Permitting Engineer for the State Office located in Boise.
There are three job classification levels for this opening: Engineer-In-Training; Engineer, Associate and Engineer, Staff. Through on-the-job training, classroom training, and achievement of team goals and agency goals, there will be opportunities to progress to the next full working-level job class in the Engineering career track.
As a certified Engineer-In-Training (EIT), you will enter at the Engineer-in-Training or Associate level, depending on your level of experience.
As a licensed professional engineer, you will enter at the Staff Engineer level, depending on your level of experience.
Salary Range:
Engineer in Training: $28.00–$29.00
Associate Engineer: $29.00–$31.25
Staff Engineer: $33.00–$37.50
Responsibilities:
• Implement Air Quality Program:
- Provide technical and regulatory support for processing and drafting air quality permits.
- Review air quality permit applications to determine compliance with air quality rules and regulations.
- Draft air quality Permits to Construct, Tier I operating permits, and Tier II operating permits and associated explanation of permit requirements.
- Provide technical and regulatory assistance to the regulated community on air quality permit application requirements.
- Coordinate draft permit reviews with regional offices. Upon request, participate in permit hand-off meetings.
- Participate in the public comment process by providing technical and regulatory project details at informational meetings when requested. Write responses to public comments when submitted.
- Visit industrial facilities and provide technical and regulatory assistance on air quality permit requirements, such as monitoring and record keeping methods to aid in regulatory requirement compliance.
- Provide technical and regulatory support for the Air Division on special projects with air emissions sources.
- Provide technical peer review and mentor less experienced engineers.
- Provide updates as necessary to the permit supervisor for all assigned projects; ensure that permit issuance deadlines are met.
- Respond to public records requests.
• Air Quality Compliance and Enforcement Technical Support:
- Provide technical and regulatory support to the compliance and enforcement program regarding compliance determinations for regulated facilities.
• Regulatory Tracking and Policy Support:
- Track changes in federal permitting and compliance requirements, interpretations, and guidance.
- Review state and federal rules, provide updated regulatory information, and propose rule change needs to the program manager.
- Provide technical support for drafting rules and technical backup documents for the rule making process. Implement established program policies.
- Draft policies, guidance, procedures, and technical documents for the permit program.
• Air Quality Division Integration:
- Work with regional offices and other programs within the Air Quality Division to review source test reports.
- Develop new rules, guidance, and policies that will meet the goals of the air program and support airshed management.
Minimum Qualifications:
ENGINEER-IN-TRAINING AND ENGINEER ASSOCIATE LEVELS
Minimum Qualifications
+ Certification by the Idaho Board of Professional Engineers as an Engineer-In-Training
+ OR Certification as an EIT from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET)
+ OR graduation from a four-year engineering curriculum accredited by the EAC/ABET PLUS verification that the candidate has passed the Fundamental of Engineering Examination within six months of hire date
+ AND Possession of a valid driver’s license
The Engineer-In-Training level is met based on the minimum qualifications listed above.
The Engineer Associate level is met based on the minimum qualifications listed above AND at least two years of work experience post-certification.
STAFF LEVEL
Minimum Qualifications
+ Licensure: Licensed in Idaho as a Professional Engineer (PE), or eligibility for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12
+ Analyzing, interpreting and applying federal, state, and local laws when applying professional engineering principles and practices; writing technical engineering reports; evaluating, selecting, and adapting standard engineering plans, specifications and standards in competing projects; coordinating field work and inspecting projects or facilities for compliance with standards
+ AND Possession of a valid driver’s license
Licensure or Certifications:
If you have already obtained your PE and/or EIT, identify your certificate or licensure # and State of issuance on your resume.
WORKING CONDITIONS (with or without accommodations)
Much of the work occurs in an office environment. Ability to sit and work on a computer 2-4 hours at a time with period of heavy reading. May be required to occasionally travel and also travel while staying overnight in remote areas.
Desired Specialty Minimum Qualification
DEQ 3110 DEQ - Air Permitting
College degree in engineering, physics, chemistry, environmental science or a closely related field; AND at least one (1) year of full-time work experience with: a governmental regulatory agency developing air quality permits for industrial sources; OR, a consulting firm or contractor with primary responsibility for preparing air quality permit applications; OR, ensuring compliance with air quality permit conditions at an industrial source.

• Some periods of heavy reading and typing are required.
• Ability to lift 30 pounds when working with file boxes.
