    This position is an Engineering Manager I position that will serve as the Division Project Team Lead within the Division 7 Project Development Unit. This position will lead a team of project supervisors, engineers, technical experts, and supporting personnel. The team is composed of multiple units including, but not limited to, Utility Unit, Bridge Program, Division Design Construct (DDC), and STIP Project Managers, each contributing specialized expertise to support the successful planning and execution of projects. The Division Project Team Lead is responsible for the management and oversight of assigned projects including scopes, schedules, and budgets. The team's work involves extensive coordination and collaboration with a broad range of partners, including consultants, external stakeholders, NCDOT Units, regulatory agencies, and members of the public. The team is responsible for overseeing the development of all deliverables required to prepare a project for construction. This includes planning documents, final construction plans, and all supporting studies and analyses. The Team Lead will be responsible for managing the allocation and effective utilization of resources to ensure successful delivery of all assigned projects. They will also be responsible for mentoring team members, fostering a culture of continuous improvement, and supporting the professional development of staff through coaching, training opportunities, and performance feedback. This position will be expected to manage multiple projects simultaneously and complete complex assignments within specified timeframes. Employee must communicate effectively and establish and maintain strong working relationships with colleagues, business associates, and the public. Responsibilities include directing the work of engineers, applying sound engineering principles to complex problems, and making informed recommendations and decisions.

     

    Knowledge, Skills and Abilities / Competencies

    Management prefers these:

    + Knowledge and understanding of engineering concepts, practices, and theories used in project development and experience planning, developing, designing, scheduling, tracking, and completing projects, independently or with minimal supervision.

    + Experience interpreting and communicating verbally and in writing details of plans, project documents, policies, and procedures to convey information to consultants, department personnel, and others.

    + Experience making recommendations and decisions on simple or complex projects based on reviewing plans for completeness, compliance with engineering principles, standards, and design needs.

    + Experience supervising, motivating, counseling, and training other engineers and technicians.

    + Experience leading and maintaining positive working relationships with environmental agencies, public officials, consultants, contractors and NCDOT staff to find acceptable solutions to infrastructure project problems.

    Additional Expectations:

    Registration as a Professional Engineer by NC Board of Examiners for Engineers & Surveyors preferred. The selected candidate will be expected to legally operate a motor vehicle.

     

    Minimum Education and Experience Requirements

    Bachelor’s degree in engineering from an appropriately accredited institution and a minimum of six years progressive engineering experience including four years of supervisory experience; or an equivalent combination of education and experience.

     

    Necessary Special Qualifications

     

    May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
