    Description of Work

    This position is responsible for the day-to-day management of the Value Engineering Program and Risk Management Program as directed by the State Value Management Engineer. Managing the Value Engineering Program includes identifying projects for value engineering studies, coordinating with project managers throughout the Department, scheduling and facilitating value engineering studies, facilitating value engineering training and writing value engineering reports. Managing the Risk Management Program includes scheduling and facilitating Risk Assessments for projects or programs as identified or requested, follow up with Risk Assessment project team to gauge the effectiveness of risk management plans, and updating and maintaining the Risk Management Guide and Risk Assessment Worksheet for the Department. This position is also responsible for the annual Value Engineering reporting required by the Federal Highway Administration, tracking performance measures for the program and making program recommendations, and for keeping program documentation up to date (process, policy, etc.).

    In this role you will:

    + Maintain the Value Engineering Action Register and develop and maintain a Risk Assessment Action Register.

    + Ensure that all assigned Value Engineering studies are performed, including all federally mandated studies.

    + Solicit information from Project Mangers to facilitate Risk Assessments and Value Engineering Studies, as appropriate.

    + Initiate, facilitate and direct technical discussions between Department engineers.

    + Provide formal written communication and adhere to published guidelines through each step of the Value Engineering Program to ensure complete transparency throughout all stages of the Value Engineering process.

    + Encourage the flow of new ideas and innovations by providing engineering analysis, specification resources, and training needed to integrate new ideas into our design standards and the construction of Department projects.

    + Oversee private engineering firms on external projects.

    •Demonstrate ability to clearly present complex topics to a diverse group

    Additional Expectations:

    Applicant is expected to have the ability to work cooperatively in collaboration with diverse stakeholders. Applicant must be able to legally operate a state vehicle. Working toward registration as a Professional Engineer in the State of North Carolina is desirable. Applicant will provide engineering, technical expertise and collaborate with other Value Management staff to ensure all program initiatives achieve their goals and the primary purpose of the Office. Applicant will also complete action items assigned by the State Value Management Engineer to ensure the success of the overall Value Management Unit.

    Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.

     

    Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
