The Human Resources Office serves in a staff role to the Chief Deputy Director and is charged with the responsibility of providing personnel services for over 14,000 departmental employees through the following sections: (1) Classification & Policy; (2)Salary Administration, and Qualifications Review; (3) Employee Relations; (4) Career Services (5) HR Systems, Program Review and Compensation; (6) Training & Development.
The Human Resources Office serves the department by facilitating efficient and effective human resource management systems that assist managers in attracting, retaining, developing, and motivating a diverse and competent workforce.
The Operations Unit is responsible for the classification and compensation of positions and the qualification review, hiring, and salary administration of employees. In addition, the unit interprets State and DOT policies and communicates all policy changes to the Department.
The primary purpose of this position is to serve as an HR Consultant for the Qualifications and Salary Administration Unit with a primary focus of assisting with the groups within the Transit organization. Strong collaboration with Aviation, Rail, IMD and the Deputy Secretary for Multimodal Transportation is expected. This position will also work with other units and divisions within NCDOT as needed and assist with special projects. This position will create, coordinate and maintain workflows for all human resources actions associated with recruitment, salary administration and organizational management. This position will also assist and provide policy consultation for other areas of human resources such as leave of absence actions, performance management, employee relations, benefits, time administration and separation as needed.

+ Working knowledge of organizational management workflow processes such as reallocations, supervisor changes, position transfers, etc.
+ Working knowledge of NCDOT salary administration policies and procedures
+ Experience screening job applications to determine minimum education and experience qualifications
+ Working knowledge of performance management policies and procedures (state VIP)
+ Experience working with NCDOT management and other staff to support human resources initiatives
Minimum Education and Experience Requirements

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution; or High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.
