    Location Notice: The position requires the employee to visit project sites up and down the NC coast with varying project assignments. The Ferry Division is open to a flexible work location at other NCDOT locations outside of Currituck County but within Highway Divisions 1 and 2.

     

    This position performs a variety of project management tasks in support of the Ferry Division Marine Maintenance and Facility Maintenance Units. The primary role of this position will be to facilitate improvement and replacement projects through gathering the data needed to advocate project funding, working with Planning & Development to obtain funding, and serving as the principal project manager from initial design through construction on complex projects. The types of projects managed by this position will be mainly informal and formal projects that require special funding, the involvement of an external engineering firm(s), coordination with the Facilities Management Unit out of Raleigh, and review/inspection by the State Construction Office. The individual selected for this position must have the ability to collaborate effectively with multiple individuals and entities and possess excellent organizational and time management skills. Some familiarity with NC state government policies and procedures is preferred but not required.

     

    The type of infrastructure involved in different projects will vary significantly so a work and/or educational history demonstrating exposure to a diversity of disciplines and types of projects is advantageous. Infrastructure involved in a facility project could involve, but is not limited to, structures and all associated components, MEP/FP, water & wastewater systems, and exterior elements such as surfacing, shoreside electrical, and lighting. Infrastructure involved in a marine project could involve, but is not limited to, ramp and gantry systems, docks/tie-up slips, pile clusters, bulkheads & seawalls, armored or living shorelines, and ship lift and transfer systems. Some projects could include both facility and marine aspects. The Ferry Division has one functioning Shipyard and thirteen terminals with public-facing facilities.

     

    In the event of a natural disaster this position will also be tasked with assisting in performing inspections at all ferry terminals and maintenance facilities, generating cost estimates and managing all major repair and recovery construction projects for the Division. The entities involved with normal informal and formal projects will still be involved, but these projects will also require extensive, special documentation so that requests for reimbursement are approved in a timely manner by the applicable agency (FHWA, FEMA, NC DOI). The position will be supported by in-house Marine Maintenance Unit staff as well as external engineering firms as needed. This position may also be required to prepare SITREP updates of projects or operation status during a severe weather event and may also be responsible for updating the Severe Weather Response document. The position will be required to learn, in detail, FEMA funding eligibility requirements and document process.
