The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to assist in the planning and programming of logistics support for both peacetime and wartime operations. Responsibilities Plans, organizes, and directs the activities of the IDRC, ensuring that deployment and contingency support requirements complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the Logistics Readiness Flight with a variety of installation and functional area organizations. Directs section responsible for providing training, resources and systems to ensure the efficient and effective operation of installation deployment process. Plans, organizes, and implements the Wing Deployment, War Reserve Material (WRM), Support Agreements (SA) and Plans programs in coordination with the Commander, Logistics Readiness Flight (LRF). Requirements Conditions of Employment Qualifications In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of logistics management operations that involve planning, coordinating. or evaluating contingency Support, logistics readiness deployment and execution, war reserve material management, base/expeditionary Support, sustainment, redeployment, mobility bags/small arms weapons, and logistics command and control. Knowledge of contingency and mobilization planning programs, to include safety and security regulations, practices, and procedures. Extensive knowledge of several Office of the Secretary of Defense (OSD) and USAF planning. tasking. and management databases to include. But not limited to: Logistics Module (LOGMOD), Joint Operational Planning and Execution System (JOPES). Deliberate and Crisis Action Planning and Execution Segment (DCAPES). UTC Availability (UTA). OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of logistics management operations that involve planning, coordinating. or evaluating contingency Support, logistics readiness deployment and execution, war reserve material management, base/expeditionary Support, sustainment, redeployment, mobility bags/small arms weapons, and logistics command and control. 2. Knowledge of contingency and mobilization planning programs, to include safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to organize and conduct conferences and meetings with members from different organizations and commands and communicate effectively, both orally and in writing. 5. Ability to identify, analyze, and translate complex information, make appropriate judgments. and evaluate options concerning base readiness. 6. Possess extensive knowledge of several Office of the Secretary of Defense (OSD) and USAF planning. tasking. and management databases to include. But not limited to: Logistics Module (LOGMOD), Joint Operational Planning and Execution System (JOPES). Deliberate and Crisis Action Planning and Execution Segment (DCAPES). UTC Availability (UTA). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
