    General Statement of Duties / Distinguishing Features of the Class

     

    Are you ready to take charge of a vital operation that keeps our city-county clean, safe, and environmentally responsible? As the Landfill Attendant, you’ll oversee the disposition of approved articles and materials at the City-County landfill, ensuring that every item is handled with care, compliance, and efficiency. This isn’t just about waste management—it’s about stewardship. You’ll play a key role in protecting public health, supporting sustainability efforts, and maintaining the integrity of one of our community’s most essential services.

     

    This is responsible public service and clerical work involving the control of use of the landfill area, and preparation of related records and reports. The work is performed under the direct supervision of the Landfill Supervisor, but some leeway is granted for the exercise of independent judgment. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with supervisory personnel, other division personnel, and the general public. Because employees in this class may be located in environments associated with frequent public contact and need to explain and enforce regulations, the work may be performed under considerable stress.

     

    This position is covered under a Collective Bargaining Agreement between the City-County of Butte-Silver Bow and the Federation of Butte-Silver Bow Public Employees, Local no. 4372, MFPE Clerks.

     

    Examples of Essential Work (Illustrative Only)

     

    + Screens materials to be dumped, and accepts only articles allowed by estab­lished rules and regulations governing the operation of the landfill;

    + Gives advice and information regarding disposition of items which are not acceptable;

    + Issues tickets for violation of landfill regulations;

    + Operates Waste WORKS weighing system, calculating and collecting fees for landfill use;

    + Records and reports daily customer and cash receipt reports;

    + Prepares and mails billings for landfill use;

    + Compiles and maintains records relating to division personnel, including payroll, sick leave, vacation, overtime and related records;

    + Listens to and processes complaints from the public relating to landfill operations and takes appropriate action to resolve or refer such complaints;

    + Receives requests from the public for landfill information and provides such information or directs requests to supervisor;

    + Applies division rules, policies and regulations in accordance with prescribed procedures and guidelines;

    + Collects data for and prepares statistical reports on landfill operations, activities and special projects as directed;

    + Types letters, memos, and files records;

    + Cleans and maintains office as needed;

    + Attends meetings, conferences and workshops as requested and authorized;

    + Weekend work will be required as the Landfill is a 7 day a week operation;

    + Performs all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complies with the Health & Safety Program; maintains work area in a safe and orderly manner; identifies and reports unsafe conditions; reports all accidents; wears required personal protective equipment; and attends safety-related meetings, training sessions, fit testing, etc.

    + Performs all duties and work assignments in compliance with project quality requirements.

    + Acts responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards.

    + Performs other duties as assigned.

     

    Required Experience, Training, Knowledge, Skills, and Abilities

     

    Required Knowledge, Skills and Abilities

     

    + Thorough knowledge of landfill policies and operations as applied to the work performed;

    + Thorough knowledge of state and federal laws, rules and regulations affecting landfill operations;

    + Good knowledge of modern office procedures, practices and equipment;

    + Good knowledge of modern office filing systems and procedures;

    + Good knowledge of modern standard bookkeeping principles, practices and procedures;

    + Skill in dealing effectively with the public;

    + Ability to communicate well with others, both orally and in writing;

    + Ability to understand and follow oral and written instructions;

    + Ability to establish and maintain effective working relationships with supervisory personnel and other division employees, and the general public;

    + Ability to operate Auto Scale Weighing System;

    + Ability to operate a personal computer using standard word processing, spreadsheet and database applications appropriate to assigned duties;

    + Ability to maintain routine clerical records and to prepare clear and concise written reports from such records;

    + Ability to understand and make work decisions in accordance with division rules, regulations, policies and procedures;

    + Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;

    + Ingenuity and inventiveness in the performance of assigned tasks.

     

    Acceptable Experience and Training

     

    + Graduation from High School, up to five years of applicable experience supplemented by additional training in computers and computer applications related to bookkeeping; and

    + Some experience in the performance of secretarial and administrative support duties, including bookkeeping, managing accounts receivable and accounts payable, preparation of reports and direction OR;

    + Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

     

    Required Special Qualifications

     

    + Must possess a current Montana Driver’s license or have the ability to obtain one within a reasonable period of time after employment.

    + Must be a resident of Butte-Silver Bow during employment, according to Butte-Silver Bow Ordinance: “2.08.010 Residence during employment. From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow. (Ord. 85 § 1, 1979)”

    Essential Physical Abilities:

    + Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to communicate effectively with others in person and over the telephone;

    + Sufficient vision, with or without reasonable accommodation, which permits the employee to inspect waste materials, and to prepare, review and file a variety of written documents in both electronic and hardcopy forms;

    + Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a personal computer, telephone systems, maintain office facilities, and to transport files as requested;

    + Sufficient personal mobility, with or without reasonable accommodation, which permits the employee to access and transport files, and to inspect waste materials.
