The State Highway Administration’s (SHA) Office of Structures (OOS) is currently recruiting for a Structures Load Rating Engineer (Transportation Design Engineer V) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.
Nature of Work: The main responsibility of the Load Rating Engineer is to ensure that SHA’s 2,500+ bridges are load-rated to verify the safe load-carrying capacity in accordance with the National Bridge Inspection Standards and the Specifications for the National Bridge Inventory (SNBI).
The Load Rating Engineer analyzes bridge structures to determine the safe load-carrying capacity. This includes evaluating existing bridge structures to identify potential safety concerns, determine appropriate load restrictions, and ensure compliance with relevant codes and standards. This is a highly technical position requiring a professional engineer’s license and expertise and experience in the structural analysis of a variety of structure types. In addition to performing load ratings, those ratings completed by in-house and consultant engineers are reviewed by the Load Rating Engineer for accuracy, consistency, and completeness.
In addition to the load ratings for state-owned structures, the Load Rating Engineer is also responsible for ensuring federal load rating compliance for all locally owned bridges, including those owned by the Counties, Baltimore City, and other state agencies. There are over 2,500 locally owned bridges, and as part of the stewardship and oversight agreement with FHWA, SHA is responsible for the load rating compliance for all locally owned bridges.
The Load Rating Engineer is also the OOS point of contact for hauling permits. OOS supports SHA’s Motor Carrier Division by ensuring the accuracy of the load rating models that their Maryland One system uses to automate the analysis of the structures along the proposed route of the move.

Qualifications
Minimum Qualifications:
Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.
Experience: One (1) year of experience managing engineering projects as a licensed, professional engineer.
Selective Qualification: Two (2) years of experience in bridge engineering (analysis, design, or load rating).
*A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).
Licenses & Certifications
Candidates must possess a motor vehicle operator’s license valid in the state of Maryland.
