Description
This role involves specialized technical work focused on investigating and enforcing county ordinances. Responsibilities include conducting field investigations and ensuring compliance with Lee County ordinances, covering areas such as land use, zoning, lot mowing, signs, and nuisance accumulations. The position requires substantial public contact, necessitating excellent customer service skills to achieve compliance. Work is performed according to established codes and laws, with the incumbent exercising considerable independent judgment in daily duties. Oversight is provided by the Code Enforcement Manager or their designee, who reviews the work through conferences, reports, and observations.
Duties and Responsibilities
+ Documentation: Reports (in written form) all complaints and violations using report forms/computers, pictures, and other evidence; resolves complaints/violations with complainants and violators when possible. Follows up, records, and reports activities until the problem has been resolved.
+ Collaboration: Coordinates and collaborates with other code enforcement officers, county departments, and the public regarding follow-up dispositions of violations.
+ Compliance Awareness: Educate residents and citizens on compliance requirements and assist with corrective actions
+ Investigation: Investigate complaints related to zoning, property maintenance, nuisance accumulation, unpermitted work, commercial trucks in residential areas, and other regulations.
+ Regulatory Action: Prepares and processes citations (violations, notices) and testifies before the Hearing Examiner, County Court, or other legal proceedings having jurisdiction.
+ Conflict Resolution: Proficient in de-escalating conflicts and navigating difficult conversations with tact.
+ Relationship Management: Skilled in maintaining positive relationships with customers, the public, and internal teams.
Education, Experience, Licensing
+ Requires any combination of education and/or experience equivalent to high school graduation or GED equivalent and one year of experience in code enforcement, zoning, building construction, or related field involving considerable public contact with a high level of customer service.
+ Possession of a valid driver's license with an acceptable driving record is required.
Supplemental Information
+ Customer Service Expertise: Proven experience in successful customer service interactions.
+ Regulatory Knowledge: Strong knowledge of County ordinances related to zoning regulations, codes, procedures, and land use requirements, with the ability to enforce these regulations firmly, tactfully, and impartially.
+ Code Enforcement Procedures: Familiarity with methods and procedures for enforcing Codes and Ordinances.
+ Legal Preparation: Experience in preparing evidence, affidavits, and statements for court proceedings, including preparing legal case files and testifying in formal hearings.
+ Compliance Communication: Exceptional customer service skills to achieve compliance effectively.
+ Public Interaction: Ability to work well with the public, contractors, state agencies, and elected and appointed officials.
+ Communication Skills: Effective communication skills, both verbal and written.
+ Field Readiness: Capability to work outside in various weather conditions, and physical ability to climb, crawl, bend, and stoop as necessary for site inspections.
The workdays and hours are Monday-Friday, 7:30 a.m. to 4:00 p.m.
