    This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the AMEA.

    DEPARTMENT: Anchorage Health Department

    HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.

     

    Remote work schedule opportunities (telecommuting) may be considered after successful completion of probation at the discretion of management with the approval of the department head. Not all positions are eligible for remote work (telecommuting) per P&P 40-40.

    Example of Duties

     

    Under direction of the Principal Administrative Officer for the Grants and Contracts team, this position researches, develops, & manages invitations to bid & requests for proposals to meet the department’s needs for contracted services & grant funding. Develops, prepares, negotiates, & administers various grants, contracts, & agreements with multiple agencies & contractors. Oversees & monitors grantees & contractors for compliance with agreement provisions, intent of funding, policies & procedures, & municipal, state, & federal laws & regulations. Reviews & approves requests for payment submitted by grantees & contractors & prepares payment request documents. Provides technical assistance to grantees & contractors as well as to program managers, division managers, and staff within the Department. Researches & identifies potential grant funding sources to meet departmental funding priorities. Reviews, edits, & contributes to writing grant applications ensuring compliance with funder proposal requirements. Project manages grant acquisition process. Prepares & transmits information to other programs, divisions, departments, other municipal staff, & the general public in order to facilitate the goals & objectives of the Grants & Contracts program. Completes other related duties as necessary to support the department/division/program goals.

     

    The Anchorage Health Department (AHD) engages in the State of Alaska Department of Health and Social Services (AHD) emergency responses and the federal Incident Command System (ICS). This includes training exercises as part of the AHD's Crisis Health Action Team (CHAT) and municipal Emergency Operations Center (EOC). In the case of a natural or manmade disaster, AHD employees may be called to engage in emergency operations responses and recovery.

     

    Minimum Qualifications / Substitutions / Preferences

     

    Bachelor’s degree in Accounting, Business Administration, Computer Information Systems, Finance or similar discipline and three (3) years of experience in the field related to the position.

    Associate’s degree in Accounting, Business Administration, Computer Information Systems, Finance or similar discipline and five (5) years of experience in the field related to the position.

    OR

    High school diploma, GED or equivalent and seven (7) years of experience in the field related to the position.

     

    Additional Important Information

     

    Preference will be given to returning Seasonal Employees who are eligible for Recall as per AMEA 3.14.8, and to any current Anchorage Municipal Employees Association (AMEA) employees. Recalled and AMEA employees who are successful in the screening process will be forwarded to the department for consideration prior to any non-AMEA applicants.

    Military Service Interview Preference :

    Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

     

    Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
